Program Manager, Youth Development (CAT/JD/ATD/CHOICE)

Oceanside, CA - Full Time

Position Summary

Under the supervision of the Director of Youth Development, manages the Community Assessment Team (CAT)/JD, the Alternatives to Detention (ATD) program and the CHOICE program to ensure compliance with the County of San Diego Probation Department contract and other contractors. The Manger is responsible for providing leadership and guidance to the staff in the Youth Development department and to provide clinical supervision to trainees, interns and associates. Must demonstrate knowledge of trauma informed, client driven, and culturally competent care.

Required Qualifications

  • MA degree in social work, counseling, or psychology required.
  • Must be licensed plus 2 or license eligible by the California Board of Behavioral Sciences (LMFT, LCSW, or LPCC).
  • Must possess the ability to make sound clinical decisions independently and effectively coach and guide clinicians and paraprofessionals who have a variety of education and experience.
  • Bilingual/bicultural desired.

Responsibilities

  • Provides clinical and administrative supervision to Lifeline trainees, interns, and licensed staff, including orientation, individual, family, and group supervision and evaluation of performance.
  • Works with Probation staff, subcontractors, and other collaborative agencies to coordinate services for Youth Development programs.
  • Assists with the recruitment, hiring, training and scheduling of program staff.
  • Monitors staff productivity and provides constructive feedback and coaching.
  • Prepares and conducts staff performance reviews annually or as needed and ensures adherence to agency policies and procedures including disciplinary protocols if the need arises.
  • Assists with the on boarding and coordination of interns/trainees.
  • Establish and implement Youth Development policies and procedures.
  • Coordinate, support, and assist other Youth Development Program Managers, and Director to ensure success with all Youth Development contracts.
  • Evaluates and supervises outcome achievement of Youth Development staff on a weekly basis and assures successful completion of Service Plan goals.
  • Facilitates weekly Multi-disciplinary Team Meetings and provides individual supervision to Youth Development staff on a consistent basis.
  • Supervises outside activities of staff, including the facilitation of groups, field trips, literacy, mentoring and outreach, and coordinates center-based activities.
  • Collaborates with Probation, schools, attendance review boards, contractors, subcontractors, etc. to provide prevention/diversion/intervention expertise and promote Youth Development programs to the North Coastal community.
  • Maintains statistics and meets reporting requirements for Youth Development programs on the specified database, including program-specific ETO database.
  • Works closely with the fiscal department to ensure accurate and timely submission of all staff Absence Request forms, Mileage Sheets, Timesheets and any other contract/budget requirements.
  • Coordinates or provides substance abuse and mental health services training, and other related staff development activities.
  • Provides direct services to clients and/or groups in a culturally sensitive manner as needed.
  • Attends community, agency and collaborative meetings.
  • Develops, supervises and maintains systems and procedures that encourage and support a multi-disciplinary wraparound service model which ensures timely and appropriate critical core services for youth, adults and families, including information and outreach to the community, assessment referral and follow up, case coordination and management, home visiting, rapid response to crisis, drug and alcohol counseling and gender-specific services for females.
  • Participates in Lifeline's Management and Supervisors Teams and any other Youth Development Department meetings.
  • Completes other duties as assigned.

Additional Requirement

  • Must have a valid driver's license and reliable transportationwith a good driving record.
  • Willing to use own, properly insured, reliable vehicle for the job (mileage reimbursed).
  • Employment subject to clearances, including background finger printing checks, driving record, tuberculosis testing, and drug testing.

Work Schedule

Full- time 40 hours per week (flexible hours)

Schedule/Compensation

  • Monday – Friday (Evening hours required and may include weekends)
