Job description

The Workforce Program Specialist plays a key role in the design, coordination, and execution of time-sensitive and strategic workforce initiatives. This position supports the organization’s mission by developing, managing, and evaluating special projects that address emerging workforce needs, pilot new service models, or fulfill grant requirements. The ideal candidate is a proactive, detail-oriented problem-solver with strong project management and communication skills.
Essential Duties and Responsibilities:
  • Lead the development and implementation of special workforce projects, including pilot programs, grants, and collaborative initiatives with internal and external stakeholders.
  • Coordinate project timelines, deliverables, and reporting requirements to ensure alignment with organizational goals and funder expectations.
  • Prepare and submit funding proposals for new and ongoing initiatives.
  • Analyze and interpret regional workforce data to inform project planning and resource allocation.
  • Monitor and evaluate project performance to ensure expenditure and obligation targets are met.
  • Collaborate with local, regional, and state partners to identify workforce trends and needs that inform project design.
  • Develop clear work plans, monitor progress, and adjust strategies as necessary to ensure timely and effective execution.
  • Prepare project updates, data summaries, and outcome reports for leadership, funding agencies, and governing bodies.
  • Organize and facilitate meetings, workshops, and presentations related to special project activities.
  • Conduct annual monitoring visits to assess financial and programmatic performance.
  • Support the development and revision of policies and procedures related to workforce development programs.
  • Track and manage project budgets, expenditures, and documentation to ensure fiscal accountability.
  • Identify opportunities for project sustainability and scale-up, including funding sources or policy alignment.
  • Support integration of special projects into ongoing workforce services, where appropriate.
  • Perform other related duties as assigned.

Educational Level:
Graduate from an accredited college or university with a Bachelor Degree in Public Administration, Business Administration, Communications, or closely related field.  Experience in workforce is preferred.  
Location:
This position is located at the Kentucky Career Center in Maysville.  The service area covered includes:  Bath, Boyd, Bracken, Fleming, Greenup, Lewis, Mason, Montgomery, Robertson, and Rowan counties.  Day travel is expected.  Overnight travel may be necessary on a very limited basis.
