Job description

Job Summary Mohave County Public Works department is looking to fill the position of Assistant Public Works Director. The mission of Mohave County Public Works is to serve its citizens through the delivery of quality public works services through efficient use of resources in a manner that enhances the lives of those served. Must pass pre-employment background screening. Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position. Essential Job Functions Provide direct line supervision for assigned division managers on routine day-to-day operation of Public Works facilities, assets, and services and provides guidance on questions or problems that may arise during the normal course of operations of assigned Public Works divisions.

Responsible for planning, designing, construction and operation and maintenance of public works facilities and assets. In the administration area provides operations and performance management of subordinate staff, directs delivery of staff services, and administers planning, development, and tracking of revenues and expenses for all fund budgets under assigned divisions. In the planning area develops and maintains comprehensive plans for the development or maintenance and operation of public works facilities and assets.

In the program area provides technical support and financial planning for the construction or maintenance and operation of public works facilities and assets. In the design area provides quality, cost-effective civil engineering design work for construction and maintenance projects either utilizing in-house staff or by selecting and administering the work of consultants. In the contract administration area: acts as contract technical representative and administers construction contracts for project/program technical quality, fiscal control, schedule, and other parameters required by specific funding sources.

Prepare plans, specifications, and estimates for public works construction projects. Prepare Request for Proposals and Invitation for Bids, analyzes, and evaluates the scope and cost of contractor and consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract and award recommendations for construction and consultant services. Prepare and maintains accurate records, correspondence, technical, and narrative reports relative to work performed and assets managed.

Ensure compliance with applicable standards, laws, and policies in the management, operation, repair, and construction of assigned facilities and assets. Develop policies and procedures on Public Works management practices relevant to assigned divisions as well as maintain ongoing accreditations. Assume responsibility for all Department functions in the absence of the Public Works Director.

Give technical assistance to the Public Works Director, including planning, developing, and executing special projects. Represent the County on various negotiations with public and private entities. Minimum Qualifications Bachelor's degree in civil engineering or a directly related field.

Eight (8) years progressively responsible experience in private or public engineering or related field OR a master's degree in civil engineering or directly related field and (5) five years directly related experience in private or public engineering or related field. OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications. SPECIAL JOB REQUIREMENT Must be licensed as a Professional Civil Engineer and be registered in the State of Arizona within six(6) months of appointment.

Knowledge, Skills & Abilities Expert knowledge of civil engineering principles and practices as applied to assigned divisions, facilities, and assets, including legal and technical aspects. Public Works Department operations and procedures and the operations of other County departments with related responsibilities. Fiscal matters, cost and budget analysis and development and records management related to fiscal issues.

Excellent knowledge of Microsoft Office products along with demonstrated proficiency in general business systems, including web-based software. Principles of management and supervision. Principles of courteous and effective customer service.

Department policies, rules, and procedures. Mohave County Personnel Policies and Procedures, and Department Regulations. Superior verbal, written communication and customer service skills.

Effective interpersonal and relationship management skills along with ability to partner and effectively with staff and managers of diverse backgrounds and skill sets. Utilizing computer systems and applications, personal computers, networked systems and Internet in the performance of work assignments, such as electronic spreadsheets, word processing, data bases and graphics. Communicating and maintaining professionalism with the public, co-workers, and work contacts.

Conceive, initiate, develop and implement modern methods in planning and delivering public works services, facilities, and assets. Perform special studies and conduct extensive research, analyze findings, and develop sound conclusions and prepare comprehensive reports and plans. Plan and direct the activities of multiple departments or divisions.

Plan, assign, and direct the work of subordinates. Establish and maintain effective working relationships with Department personnel, County officials, personnel of other County departments, commissions and boards, local, state, and federal public planning agencies, the general public and media. Communicate effectively orally and in writing and address groups and governmental bodies.
