Job description

Tyto Athene has an opening for a Knowledge Manager (KM) II to take on a role as part of a team providing support to the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (CAPE), Joint Data Support (JDS) as described below. This position is located at the Mark Center, Alexandria, VA and may require travel to/rotational duty at the Pentagon and other offices in the National Capital Region. The successful candidate must have a strong work ethic, be a team player, and demonstrate excellent oral and written communications skills. Individual must work well in a team environment with other government and contractor analysts, possess strong analytic and technical skills, and customer service abilities. Responsibilities: As a member of the KM team, the employee shall develop tools and processes to support knowledge capture and best practices across multiple organizations supporting Future Force planning and analysis across DoW and within the supporting establishment (i.e., Federally Funded Research and Development Centers (FFRDCs), academia, and external business partners).The employee shall facilitate access to information within and outside of JDS including the development and monitoring of tasking systems, websites, and collaboration tools. Tasks include: * Conduct an annual comprehensive analysis of existing knowledge management practices and tools to identify gaps and requirements, and document constraints such as classification, format, or source data quality. * Design and document standardized processes for capturing, validating, and sharing analytic results and institutional knowledge and best practices across the AWG, wider DoW analytic community, and relevant stakeholders. * Develop, or procure and configure, a suite of software tools to support the new knowledge management processes, including a best practices repository or lessons-learned database. * Create user manuals, develop training materials, and conduct workshops to ensure all stakeholders can effectively use the new tools and processes. * Develop, implement, and manage a centralized system for assigning, tracking, and monitoring tasks related to analysis and data collection. * Maintain and improve a secure, user-friendly website to serve as the central portal for accessing JDS information and tools, and likewise for AWG administration and analytic products. * Deploy and manage collaboration tools to facilitate real-time information sharing and joint work among authorized users. * Continuously monitor the performance, usage, and security of all websites and collaboration tools, providing regular status reports to leadership. * Act as the primary point of contact for submission of data, academic studies, and analytic products from partner organizations. * Establish, and execute a formal review process to assess the quality and relevance of submitted content. Categorize all materials using a standardized taxonomy. * Publish all approved content to the appropriate websites, databases, or collaboration platforms in a timely manner. * Perform quarterly reviews of all published content to ensure it remains current, accurate, and properly categorized, archiving or updating materials as needed. * Perform ad-hoc knowledge and content management as requested by the TM. The completion of those tasks will be based on a timeline mutually agreed to by the Government and the contractor. Such tasks may include leadership-directed projects associated with DoW analytic priorities, updating documentation or systems, or responding to emergency operating conditions. * Disseminate high-priority knowledge across the analytic community faster by linking repositories, websites, and expertise. Leverage digital and human signals to create targeted methods for disseminating knowledge that analysts need but don't know where to find or how to ask for. Qualifications Required: * Bachelor's degree * A minimum of four (4) years of knowledge/content management and administrative experience in at least two (2) of the following areas: * Administrative Support: Expertise in executive customer service, administrative support, scheduling, project management, relationship building, and communication. * Content Management: Expertise in content creation/curation, strategic writing/communication, copywriting, marketing, and DoW access control. * Knowledge Management: Expertise in change management, data analysis, database management, large-scale content curation/management, and DoW business/content processes. * Technically proficient with Microsoft Office suite. * Initiative and ability to work with minimal supervision. * Experience with customer relationship management. * Demonstrated abilities to develop papers and present briefings. * Issue resolution skills. * Experience handling classified materials. Desired: * An active Top Secret with SCI clearance (polygraph not required). * Pentagon knowledge. Clearance: * Security Clearance - Active DoD Secret.
