Job Summary: This position is responsible for the day to day operations of assigned Kidco Head Start locations, including oversight of monitoring systems and staff supervision. Collaboration with component area Coordinators to deliver quality services. Ensure compliance with Federal Head Start Program Performance Standards, licensing regulations, and any local or state rules or laws, and any organizational policies and procedures.
Early Childhood Education Supervisor Essential Functions
Center Director:
  • Ensure compliance with staff/child ratios, ensure adequate classroom coverage with appropriate staff.
  • Be present at the center on a daily basis during the hours of operation; secure a substitute director for any hours of operation in the event of planned center director absence.
  • Maintain records in compliance with the Oregon Child Care Licensing requirements, and Federal Performance Standards; maintain documents required by Kidco and Oregon Child Care Division; ensure applicable documents completed daily and stored on site, as needed (electronic, files, classroom staff sign-in sheets, child attendance records, child incident reports, etc.)
  • Meets with parents as necessary and appropriate.
  • Monitors staff attendance, timesheets, leave requests, and staff and child files (electronic and/or hard copy) for compliance.
  • Assists in the identification, approval process for purchasing, and annual inventory of center supplies and equipment according to applicable policies and procedures.
  • Conducts regular staff meetings for center.
  • Documents in-kind and other allowable costs applied toward non-federal share requirements.
  • Responsible for understanding and assuring compliance with Performance Standards, Licensing regulations and Kidco policies and procedures.
  • Plans and directs the work of the staff supervised. Observes staff and gives feedback on a regular, informal basis.
  • Ensure classrooms demonstrate the adult behavior indicators as outlined in CLASS, scoring at or above the benchmark of Emotional Support, Classroom Organization, and Instructional Support.
  • Ensure the program curriculums are fully implemented, that lesson plans are followed each day by staff, and the individualized needs of each child are met.
  • Performs all other duties as assigned.

Supervision:
  • Provide helpful, behaviorally specific feedback to assigned staff
  • Responsible for evaluations/check ins and ensuring complaince with program policies and procedures.
  • Share information, advice, and suggestions to help others to be more successful; provide effective coaching
  • Delegate assignments that will help develop the abilities and professional growth of assigned staff
  • Regularly meet with employees to review their development progress
  • Recognize and reinforce developmental efforts and improvements for assigned staff
  • Utilize organizations systems to track personnel attendance for all staff on-site, classroom ratios and center visitation.
  • Ensure assigned staff are maintaining training requirements.

Accountabilities:
  • Participate in supervisory meetings to include planning and staff training in all applicable areas.
  • Monitor and ensure compliance with and understanding of Oregon Child Care licensing requirements, organizational policies and procedures, and Federal Head Start Program Performance Standards.
  • Assist in site recruitment efforts towards full enrollment
  • Complete and maintain all required licensures and certifications.
  • Perform monitoring tasks related to education child supervision/safety, family services, health, and ERSEA (child attendance, education services record keeping, classroom monitoring checklists, active supervision/zoning activities, playground checklists, family services record keeping, health follow-up, etc.)
  • Monitor developmental screening completion and related data entry by expected timelines (ASQ-3, ASQ-SE).
  • Monitor Teacher education home visit and parent conference completion and related data entry by expected timelines.
  • Monitor Teacher/Family Advocate family services home visit completion and related data entry by expected timelines.
  • Monitor completion of data entered into TS GOLD and ChildPlus by Teachers by expected timelines.

Additional Job Responsibilities:
  • Attend and participate in program meetings as requested by supervisor.
  • Complete all areas of responsibility in compliance with program code of conduct and confidentiality policies.
  • Assure efficient use of funds and materials that have been provided for that site.
  • Demonstrate commitment to mission, values and policies in the performance of daily duties
  • Other related duties as assigned by supervisor.

Position Requirements
Early Childhood Education Center Supervisor Minimum Requirements:
  • Bachelor's degree in Early Childhood Education or Child Development. Official transcripts will be required to verify education.
  • A minimum of two years teaching experience at the preschool level. This experience must include: supervision or lead role experience, training staff, classroom operations, planning and implementation of education program, and tracking and evaluation of children's individual development.
  • A minimum of 2 years experience in lead role/management/supervision of adults in an education setting.
  • Obtain CLASS Reliability within designated timeframe and maintain designation ongoing.
  • Capacity to offer assistance to other teachers in the implementation and adaptation of curricula.
  • Experience working with children with mental health /special needs and/or disabilities.
  • Experience planning and implementing developmentally appropriate curriculum.
  • Two years' experience in social services/education field in a supervisory or lead role preferred.
  • Education and/or experience working with adults in a supportive or teaching capacity.
  • Sensitivity to individual and group needs of adults and children in target areas.
  • Ability to set and maintain professional boundaries with families and staff.
  • Ability and desire to work cooperatively with others on a team; as a team leader, the ability to demonstrate interest, skill, and success in getting groups to learn to work together
  • Experience creating professional memos, correspondence, reports and documentation with computer supported applications.
  • Demonstrated organizational and recordkeeping skills. Ability to be self-directed and work independently
  • Ability to communicate effectively in written and oral communications with staff, families, children and the public.
  • Ability to delegate responsibility and to work with others and coach them to develop their capabilities

Other Requirements:
  • Current First Aid/CPR and Food Handler cards within 30 days of hire.
  • Current and ongoing registration with Child Care Division Central Background Registry.
  • Valid Oregon driver's license and acceptable driving record meeting the criteria for agency insurance and driving program vehicles.
  • Completion of agency Employee Health Appraisal
