About The Role

Under the direction of the Member Engagement Supervisor, responsible for coordinating member outreach strategies and creating awareness of health care services and benefits to achieve enrollment and utilization objectives.

This classification is responsible for assisting the Member Engagement Supervisor in planning, developing, coordinating, implementing, and evaluating comprehensive member engagement outreach programs which will foster membership growth, retention, and utilization goals. This position also involves extensive travel throughout the county, having a base in an assigned geographic location, and includes occasional evening and weekend event participation to uphold KHS/KFHC brand, enrollment, and positive public image.

Essential Functions
  • Adhere to state and federal regulations with regard to all Kern Health Systems dba. Kern Family Health Care activities.
  • Coordinate with community organizations to foster member advocacy in an equitable manner for KHS to build trust through expanded connections with a focus on hard-to-reach members.
  • Assists with evaluating and developing member engagement programs to determine effectiveness according to the culture and population for the assigned geographic area.
  • Coordinate with KHS special programs to locate hard to find members.
  • Ensure consistent external messaging strategies for member engagement communications.
  • Initiates, coordinates, staffs, and implements approved events and outreach programs to educate and inform Medi-Cal beneficiaries on health-related issues and the services and benefits through Kern Family Health Care to promote member engagement in their own health.
  • Assist participating agencies with the development of additional programs.
  • Gather feedback from community partners and members to help develop and implement processes to provide services and resources in the most equitable way possible.
  • Develops, implements, and maintains contacts with Kern Health Systems providers, community-based organizations, church leaders, local elected and state officials' staff, Health Care Options, Department of Human Services, and community Medi-Cal leaders, conducting regular meetings to keep informed of member issues and market conditions, and foster support for equitable delivery of health care services and resources. Coordinates Kern Family Health Care involvement in local Chambers of Commerce, community-based organizations and collaboratives, Colleges & Trade Schools, and other professional organizations.
  • Conduct regular meetings with community-based organizations, local collaboratives, Coverage Ambassadors to keep informed of member issues, market conditions, and to foster support of health plan operations and member engagement.
  • Serve on Regional Access Committees that support KHS strategies.
  • Make presentations and provide information to various groups, individual Medi-Cal beneficiaries, provider office staff, schools and community-based organizations detailing Kern Family Health Care benefits, features and managed care concepts.
  • Responsible for set-up and maintenance of Kern Family Health Care office/lobby displays at provider and community-based organization sites to ensure brand advocacy, including maintaining current marketing materials, ensuring materials are prominently displayed, and making recommendations regarding presentation updates and improvements.
  • Provide members with resources including referrals to KHS special programs such as Enhanced Case Management (ECM) and Community Supports Services (CSS).
  • Gain knowledge and understanding of KHS focused objectives such as Managed Care Accountability Set (MCAS) as it relates to member engagement.
  • Conduct outreach over the phone and in person at member homes or community settings for hard to locate/contact members to promote optimal member engagement.
  • Coordinate with member facing departments to research other phone numbers and contact information if documented information is inaccurate.
  • Utilize KHS data systems for detailed data entry in multiple applications including Microsoft Office, QNXT, and JIVA.
  • Effective time management and activity tracking reporting including month-end summaries of projects and engagement results analysis, to determine the impact of member outreach programs.
  • Performs other duties as required.
Employment Standards
  • Bachelor's degree and 1 year of experience in customer service, health care, community, sales, or marketing required. Experience in a managed medical care organization is highly desirable.
  • OR 4 years' experience in customer service, health care, community, sales, or marketing required. Experience in a managed medical care organization is highly desirable.

Other Requirements: Travel Required up to 40%

Successful completion of Marketing Training and Certification Program provided by KHS within 90 days of hire.

Pay Rate: 26.45/hr
