Position Description
This posting will be used to fill a full-time position in the Bureau of Watershed Protection and Restoration (BWPR) in the Department of Public Works.
This position serves as a key role within the BWPR managing technically complex stream and wetland restoration and stormwater projects from initiation thru construction.
This position will require the candidate to utilize their expertise in water resources and ecological related disciplines, including, but not limited to the following subjects: nature-based, stream and wetland restoration approaches; design analysis; stormwater management; surface water hydrology and hydraulic analysis; floodplain management; native plant community reestablishment; wildlife habitat restoration; review of engineering and construction plans, specifications and estimates; coordination with regulatory agencies; public outreach; easement acquisition; assistance in developing effective project permitting strategies; and, procurement and contract management.
The primary distinction of the Senior designation for a Project Manager is a manager's ability to manage projects of any size and complexity, provide mentorship and expertise to the staff, as well as assist with management duties for the Engineer Manager.
NATURE AND VARIETY OF WORK:
This position is responsible for managing the more challenging environmental restoration projects within the BWPR. The position is also responsible for developing scopes of work, assisting in the negotiation of the regulatory process, managing design/bidding processes, managing construction installation, and ensuring project performance.
This position serves as a professional resource to junior project management staff by sharing their greater level of knowledge and experience with challenging projects. Responsibilities also include assisting with mentoring and training junior project management staff.
The position works closely with other departments in the County, County officials, community representatives, design consultants, state and federal regulators, construction contractors, and the public-at-large for the purpose of presenting, explaining, and implementing various work projects.
The position involves regular work outside, including traversing steep grades, walking in streams and natural areas.
Examples of Duties and Knowledge, Skills and Abilities
Manages the design of complex stream and wetland restoration capital projects to assure completion on schedule and within budget. Provides for timely procurement of required consultant services. Develops schedule in keeping with established priorities. Routinely monitors consultant schedule maintenance and quality of product. Maintains effective communication with the project team. Monitors design progress to ensure maintenance of established budget.
Ensures that construction documents are complete and have the required detail to provide desired finished product. Provides for timely procurement of construction management services and establishes appropriate expectations for Construction Management performance to ensure quality, cost, and schedule controls. Provide sufficient field presence to ensure that established expectations are being met.
Prepares capital budget for assigned projects in accordance with established schedules and guidelines. Provides accurate construction cost estimates for new project requests and establishes milestones. Determines initial total project cost and probable funding sources. Allocates funding request based on realistic schedule projection. Provides sufficient back-up material to fully support requests.
Provides thorough and timely information through established reporting procedures and, as required, clearly conveys project status, schedule, problems, and action plans. Maintain accurate and current information in the County's program management software (e-Builder).
Provides documentation for any significant changes in cost, schedule, or quality of projects. Provides information and recommended course of action on potential impacts to supervisory chain in time that direction for corrective action can be provided. Makes quality written or oral presentations of project status to higher management as required.
Provides technical assistance as required within area of nature-based, ecological restoration to supervisors, project managers, and other County agencies. Reviews and comments with timely response to requests for input. Serves on ad hoc technical review committees and provide well thought out recommendations.
Assists the Engineer Manager in maintaining effective development of and revision to working administrative and technical documents and to new product evaluation. Reviews and suggests improvements that will provide more efficient and higher quality work products such as policies and procedures and operating manuals. Provides suggestions for improvements in engineering standards for Design Manual and Standard Specifications and Details.
Performs related duties as assigned by the Engineer Manager.
KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated experience in design and successful implementation of stream and wetland restoration projects, riparian enhancements, and related aquatic restoration projects with a strong ecological focus.
Demonstrated understanding of key ecological and geomorphological processes influencing stream and wetland ecosystems in Anne Arundel County.
Extensive knowledge of environmental restoration and/or engineering principles and practices related to capital project management and other program which involve defining the scope of work, contract requirements, cost estimation, budget analysis, managing contractor performance, and Federal, state, and local codes and regulations.
Thorough knowledge in evaluating consultant capabilities, bid proposals, project costs and scheduling, construction project bidding, change orders, and contractual requirements for payment.
Thorough knowledge in written, oral and electronic communications related to project management and consultant and contractor performance through concise and accurate reporting of technical details and construction status related to quality of work, time schedules, and cost estimates.
Ability to make effective technical presentations to diverse partners, including academic, local, state, federal, and non-governmental agencies and organizations.
Make presentations to community organizations and other citizens on capital projects relating to the scope of work, cost, schedule, purpose and need, and environmental trade-offs.
Proficiency with Google platform of tools and/or Microsoft Office software
Proficient knowledge of NPDES MS4 Permits and the Chesapeake Bay TMDL.
Proficient knowledge of stormwater management laws, rules and regulations in Maryland.
Excellent written and oral communication skills.
Ability to deal tactfully, effectively, and equitably with people.
Minimum Qualifications
Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.
Experience: Four (4) or more years' technical experience in engineering
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.
NOTE: Related fields for the college-degree may include Environmental Engineering, Landscape Architecture, Fluvial Geomorphology, Environmental Science, Ecological Restoration, Natural Resources Management, or a similar field of study.

Supplemental Qualifications
Preference will be given to candidates with the following:
1) Extensive stream and wetland restoration design experience that took projects from site identification through permitted site plans.
2) Extensive experience obtaining local, state, and federal permits for stream and wetland restoration projects.
3) Experience with construction oversight on stream and wetland restoration projects.
4) Experience delineating jurisdictional wetlands and strong familiarity with USACE Section 404/401 permitting process.
5) Working knowledge of hydrologic/hydraulic modeling, water quality monitoring, and watershed and stream geomorphological assessments.
6) Experience working with individual property owners, commercial properties, and/or HOAs to obtain rights of entry and/or easements.
7) Experience organizing and implementing long-term monitoring and maintenance associated with stream and wetland restoration projects.
