Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Responsibilities
The Information Technology Directorate is looking for a Senior Applications Analyst Full-Stack .NET Developer who is a team player and has strong experience developing applications using the technologies described below. The Applications Analyst will be responsible for the business process analysis, design, development, implementation and support of the applicable business applications. This position does not manage staff. The position reports to the Software Engineering Manager of the Rapid Application Development team.
Key Responsibilities
  • Candidate will write program code from internal specification documentation or outdated application code and prepare test plans, test data, run tests, observe results and correct program code to resolve any differences from specifications.
  • Perform/assist in the administration and technical responsibility of COTS and in-house developed applications including support for users, translating business requirements into enhancements; configuring and testing changes; maintaining and monitoring system security and permissions; and coordinating activities with other team members, the application owner, and IT.
  • Collect and process large data sets from various sources.
  • Develop and maintain databases and data systems to store and manage data.
  • Create and implement data models and algorithms to analyze data.
  • Identify trends and patterns in data to inform business decisions.
  • Develop and present reports, visualizations, and forecasts to stakeholders.
  • Collaborate with cross-functional teams to integrate data insights into business strategies.
  • Identify, report, and perform/assist in the remediation of Cyber Security threats and vulnerabilities.
  • Candidate may provide direction to less experienced staff.
  • Candidate is expected to coach or mentor less senior staff.
  • Candidate is expected to lead complex projects that may involve other IT sections, other departments, and consultants.
  • Candidate will serve as liaison between IT and Business Support groups.
  • Ability to use multiple electronic devices including standard office machines, cellular phones, and security appliances.
  • Ability to understand policies, procedures, laws, regulations, and other directives, maintain strict confidentiality.

Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
  • Bachelor's degree in a computer related field or equivalent computer related experience with at least 5 years of relevant, progressively responsible experience.
  • We are looking for a person who is a team player and has strong experience developing applications using these technologies.
  • Advanced knowledge of technical principles, theories, standards, practices and procedures in software development and database administration.
  • Candidate needs to understand the features and concepts associated with object-oriented programming and the Model-View-Controller architectural pattern.
  • Must possess strong analytical and problem-solving skills.
  • Must possess good trouble shooting and testing skills.
  • Must possess excellent customer service skills and good oral and written communication skills sufficient to communicate with co-workers and stakeholders, write clear and concise reports, gather information, and collect information.

  • Supports multiple, complex software applications or database platforms.
  • Candidate will be an object-oriented, full-stack developer, preferably in ASP.NET (.NET Framework & .NET 8 or later), Blazor, MVC, C#, JavaScript, HTML, CSS, APEX, and Java.
  • Experience using Azure DevOps, Git, Visual Studio, Toad for Oracle, Denodo, and Power BI.
  • Must have knowledge and experience using MSSQL Server and Oracle relational databases.
  • Must have experience developing web applications and deploying on Windows Server using IIS web server.
  • Must have knowledge about secured application development and experience applying that to web applications.
  • Must have some experience designing and developing AI/ML automation systems.
  • Must have some experience designing and developing Retrieval-Augmented Generation (RAG) pipelines using Elasticsearch or similar and LLMs for data/document retrieval.
  • Must be able to understand and remediate security vulnerabilities on supporting applications.
  • Ability to multi-task and maintain organization in a fast-paced, changing environment.
  • Ability to solve complex design problems.
  • Must be willing to accept responsibility in new areas and possess the level of technical and analytical skills that will provide successful outcomes to those assignments.
  • Must be able to accept assigned responsibilities and manage work to ensure deadlines and milestones are met.
  • Must have expert experience in broad range of tools and technology used by NNSS.
  • Must have the aptitude and desire to continually learn about new tools and technology and have the ability to evaluate the best solution for stated problems.
  • Must deliver quality, maintainable solutions.
  • Ability to use a systems engineering approach when implementing new solutions or modifying existing solutions.
  • Ability to evaluate user requirements and write technical specifications.
  • Understand the principles associated with the MSTS safety concept. Participate in and embrace MSTS environment, safety, health, and quality initiatives.
  • The primary work location will be the North Las Vegas Facility on Losee Road.
  • Telecommuting or teleworking may be a possibility for this position.
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
