  • Duration: 30 Months
  • Telecommute Option: Yes (50% Remote / Hybrid after an initial 4 months of 100% on-site work)

Position Overview
The consultant will serve as a Lead Developer for the NYS Tax Modernization Program. This initiative focuses on modernizing legacy systems within the NYS Department of Taxation and Finance (DTF), covering core domains such as Collections & Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.
Day-to-Day Responsibilities
  • Lead Development: Serve as lead programmer for tax-related applications and gather business requirements to build automated solutions.
  • Mentorship & Team Support: Guide and mentor team members across distributed technologies including J2EE, Spring, JSON, JavaScript, JDBC, Java, DB2, XML, and XQuery.
  • Documentation: Create and review detailed specifications and system design requirement documents.
  • SDLC Guidance: Assist and provide technical direction across all phases of the project lifecycle.
  • Testing & Deployment: Formulate unit test plans, debug code in development, and coordinate code migration into user testing environments.
  • Defect Resolution & Collaboration: Address defects promptly based on priority and communicate directly with DTF stakeholders and ITS management.
Mandatory Experience & Qualifications
  • Skill Level: Senior (60โ€“84 months of experience working independently, solving complex problems, and mentoring others).
  • Core J2EE Stack: 60+ months experience with J2EE technologies (JDBC, JSP, XML).
  • Modern IDE Usage: 60+ months developing, building, and testing Java EE applications using Eclipse, NetBeans, or IntelliJ.
  • Frameworks & App Servers: 60+ months using J2EE frameworks (Spring or Struts) and Application Servers (Tomcat, JBoss, WebSphere, or WebLogic).
  • Relational Databases & SQL: 60+ months writing SQL statements for relational databases.
  • System Design & Analysis: 60+ months in system analysis and design of multi-tiered transactional systems.
  • Messaging Technologies: 36+ months experience with messaging platforms (MQ, JMS, Kafka).
