Your impact

At Jacobs, we're challenging today to reinvent tomorrow by solving the world's most critical problems for thriving cities, resilient environments, mission-critical outcomes, and operational advancement. As a Cross-Market Proposal Manager, you'll play an important role in helping our Southeast business secure work across Transportation, Water, and Cities & Places markets. Working closely with sales, operations, and technical professionals, you'll help shape winning strategies that position our teams and clients for success.

In this role, you'll lead the development of strategic, compliant, and compelling proposals and presentations across a range of pursuits. You'll collaborate with teams across multiple markets and geographies, managing concurrent opportunities while driving quality, consistency, and alignment with Jacobs' brand and pursuit processes. Your contributions will directly support business growth and help deliver innovative solutions to our clients.

What you'll do
  • Lead the planning, coordination, and development of proposals and qualifications across Transportation, Water, and Cities & Places markets.
  • Collaborate with internal stakeholders to support opportunity planning, positioning, and pursuit strategy development.
  • Help develop and refine win themes, differentiators, proofs, and client-focused value propositions throughout the pursuit lifecycle.
  • Translate client priorities, competitive intelligence, and Jacobs’ strengths into clear, compelling messaging and proposal strategies.
  • Lead and support pursuit readiness activities to strengthen strategy, positioning, and successful opportunity capture.
  • Facilitate strategic working sessions to help strengthen differentiation, validate messaging and proofs, and maintain alignment to the win strategy.
  • Manage proposal schedules, milestones, and deliverables in partnership with technical and sales teams.
  • Write, edit, tailor, and review non-technical proposal content to ensure compliance, quality, consistency, and alignment with the win strategy.
  • Lead and support interview and presentation development, including messaging, storyboards, and rehearsal facilitation.
  • Identify, communicate, and help mitigate proposal risks, issues, and schedule variances.
  • Partner with graphic designers, document publishers, and other support resources to deliver high-quality submissions.
  • Build and maintain strong working relationships across markets, sales operations, and delivery teams.
  • Serve as a resource for proposal best practices, tools, processes, and sales operations standards.

Here's what you'll need

  • Bachelors in engineering, construction, architecture, business administrator or related, related experience in lieu of a degree may be considered
  • 6+ years of relevant proposal management or business development experience.
  • Demonstrated experience leading proposal efforts within the AEC industry.
  • Strong written and verbal communication skills with the ability to collaborate with and influence diverse teams.
  • Proficiency with proposal development tools, Microsoft Office, and collaboration platforms.
  • Ability to manage multiple deadlines and priorities in a fast-paced environment.
Ideally, you'll also have
  • Experience managing proposals across multiple markets, including Transportation, Water, and/or Buildings.
  • Advanced understanding of proposal compliance strategies.
  • Experience supporting proposal readiness activities.

The base salary range for this position is $92,000.00 to $126,500.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
