Celestar is seeking a Program Manager to support the National Guard Bureau (NGB) DOMESTIC OPERATIONS (DOMOPS) Analytical Service J3/4/7 Operations Directorate. Responsibilities
  • Manages project operations to ensure production schedules are met, system resources are utilized effectively, and proper relationships are established between customers.
  • Responsible for cost, schedule, performance, and risk identification/mitigation on projects, including but not limited to systems, tools, equipment, software, facilities, and other activities. Coordinates resolutions to production-related problems.
  • Execute internal and external staffing processes as defined by the NGB J3.
  • Facilitating workflow tasks to respective J3 functional areas and subject matter experts (SMEs).
  • Coordinate with other workflow managers across the NGB JS, to determine appropriate action officers, coordinate extensions, and close actions once approved by the Government.
  • Provide a daily status report of tasks assigned or created within NGBโ€™s task management system to the DJ3, Division Chiefs, NGB J3 Action Officers, and Executive Officer (XO).
  • Monitor and update NGB and NGB J3 content management systems and dashboards.
  • Gather, input data, and produce system-based status reports on NGB J3 performance, personnel status, personnel training, awards, and usage metrics as directed by NGB.
  • Provide a status report once a week for NGB J3โ€™s Division Chiefs meeting.
  • Serve as the primary interface and point of contact with the COR.
  • Monitor the overall effort and timeliness of deliverables.
  • Manage and report on the program's financial and administrative aspects weekly to the J3 Director and Deputy Director.
Required qualifications/skills (Must Be Reflected on Your Resume)
  • Masterโ€™s Degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education, and twelve (12) years of experience.
  • Bachelorโ€™s Degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional five (5) years of related senior experience, for a total of seventeen (17) years, in lieu of a masterโ€™s degree.
  • National Guard experience, highly preferred.
  • Active TS/SCI (within 5 years).
  • Comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the labor category.
  • Excellent oral and written communication skills.
  • In-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Mastery of qualitative and quantitative analytic methodologies and pursuing developments in academia or other fields that affect tradecraft methodology.
  • Ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • In-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries, and clearly articulates key findings.
  • Ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests the analytic rigor of analytic products.
