Job description

Job Summary:
NEOGOV is a company that provides technology solutions for public sector organizations, and they are seeking an IT Manager to lead the City’s technology initiatives. The role involves strategic planning, cybersecurity oversight, and managing citywide business systems to enhance operational efficiency and service delivery.
Responsibilities:
• Plans, organizes, and provides overall direction to information technology operations, including establishing work priorities, monitoring progress, and developing and monitoring departmental operating and capital budgets.
• Develops and maintains a multi-year technology roadmap aligned with City priorities.
• Maintain and periodically review technology policies, standards, cybersecurity protocols, documentation standards, and operating procedures to ensure alignment with operational needs and industry best practices.
• Oversees servers, networks, cloud systems, telecommunications, endpoint devices, and related infrastructure to ensure reliability, disaster recovery preparedness, and business continuity.
• Provides operational and technical oversight of citywide business systems, including enterprise resource planning (ERP) and other core administrative and operational platforms. Coordinates vendor-supported services, system integrations, access controls, and workflow configurations as directed by authorized system owners. Ensuring strong documentation, testing protocols and user support standards.
• Maintains a comprehensive cybersecurity framework, including network security, endpoint protection, access management, incident response planning, and security awareness initiatives.
• Identifies opportunities for incremental technology improvements to enhance efficiency, security, digital service delivery, and user experience.
• Promotes a responsive, customer-service-focused IT culture and establishes service level expectations and performance metrics.
• Partners with departments to improve workflows, strengthen documentation practices, and enhance user experience
• Conduct regular employee training to improve system utilization and cybersecurity awareness.
• Develop and maintain structured technology onboarding protocols for new employees, including system access and security orientation
• Prepare and manage IT operating and capital budgets; oversee procurement of technology equipment and professional services; ensure cost-effective lifecycle management of hardware and software assets.
• Assigns, schedules, guides, and monitors the work of IT staff and contract resources. Fostering accountability, documentation, and cross-training. Build a collaborative, solutions-focused team environment. Appraises performance; counsels, motivates, and maintains effective working relationships. Interviews applicants and recommends hiring, discipline, termination, merit pay, promotion, or other employee status changes. Enforces personnel rules and regulations firmly and impartially.
• Represents the City at meetings and conferences and interacts with officials, regulatory agencies, vendors, department directors, employees, and the public.
• Responds to inquiries and provides reports, analysis, and recommendations to executive leadership and elected officials as requested.
Qualifications:
Required:
• Graduation from an accredited college or university with a Bachelor’s degree in Information Technology, Computer Science, Public Administration, Business Administration, or a closely related field
• Five (5) years of progressively responsible information technology experience, including demonstrated supervisory or leadership responsibility
• Experience supporting Citywide business systems, cybersecurity programs, vendor-managed services, and strategic planning initiatives
• Possession of a valid Florida Driver’s License
Preferred:
• A Master’s degree in Information Technology, Computer Science, Business Administration, Public Administration, or closely related field may substitute for one (1) year of the required experience
• Public sector or municipal experience
• Relevant professional certifications or advance training in information technology are desirable
