Job description

We are seeking an experienced IT Project Manager / Technical Project Manager to support enterprise technology projects within a healthcare and government environment. The ideal candidate will have strong project management, requirements management, systems analysis, vendor coordination, risk management, and implementation experience.

This role will work closely with technical teams, business stakeholders, external vendors, and leadership to manage project scope, requirements, testing, deployment, and system integration.

Key Responsibilities
  • Coordinate with external vendors to complete projects and service requests, including defining, assigning, monitoring, and evaluating vendor work.
  • Manage project scope, deliverables, acceptance criteria, schedules, and deployment activities.
  • Develop and/or review project artifacts, including requirements documentation, test cases, traceability matrices, technical specifications, and design documents.
  • Analyze systems, troubleshoot issues, and support solution implementation.
  • Coordinate System Integration Testing (SIT) and User Acceptance Testing (UAT) activities.
  • Monitor project progress and ensure deliverables meet business and technical requirements.
  • Identify project risks, issues, dependencies, and potential challenges and develop mitigation strategies.
  • Analyze HHS policies, procedures, and standards to determine their impact on automated systems and functional areas.
  • Work with business and technical teams to translate requirements into effective technology solutions.
  • Maintain project documentation and provide regular status updates to stakeholders and management.
  • Support system integration activities across user interfaces, data layers, infrastructure, and enterprise applications.
  • Collaborate with stakeholders throughout the project lifecycle to ensure successful implementation and adoption.
  • Update portfolio and project management tools with project status, milestones, risks, issues, and other required information.
  • Support state-level major information resource project reporting and management activities.
Required Qualifications
  • Strong experience in IT project management and systems implementation.
  • Experience coordinating external vendors and managing vendor deliverables.
  • Experience developing and reviewing requirements, test cases, technical specifications, design documents, and traceability documentation.
  • Experience with system analysis, troubleshooting, solution implementation, and system integration.
  • Experience managing project scope, acceptance, deployment, and testing activities.
  • Strong knowledge of SIT and UAT processes.
  • Experience identifying project risks and developing mitigation strategies.
  • Ability to analyze policies, procedures, standards, and their impact on automated systems.
  • Excellent communication, documentation, analytical, and problem-solving skills.
Preferred Qualifications
  • Experience using TFS / Azure DevOps (ADO) to create, manage, and maintain requirements throughout the software development lifecycle.
  • Experience working in an Agile environment, preferably SAFe.
  • Experience with Microsoft Office, SharePoint, and Microsoft Copilot.
  • Understanding of enterprise system architecture, including user interfaces, data layers, infrastructure, APIs, and system integrations.
  • Knowledge of business rules engines and workflow orchestration.
  • Familiarity with cloud-based technology solutions.
  • Experience with Texas HHSC processes, Texas Medicaid, and CHIP systems.
  • Experience maintaining portfolio/project management tools.
  • Experience supporting state-level Major Information Resource projects.
  • Government or healthcare technology project experience is highly desirable.
