  • Candidates should be comfortable adjusting their working schedule as needed to provide full coverage during Hawai'i business hours.

Project Leadership & Delivery
  • Lead planning and execution of complex, high-visibility technology and operational projects.
  • Manage project scope, objectives, schedules, budgets, resources, dependencies, and deliverables.
  • Translate business objectives into actionable project plans and delivery milestones.
  • Drive projects from initiation through implementation and successful closure.
  • Manage multiple concurrent priorities while maintaining visibility into overall project health.

Planning, Risk & Execution Management
  • Develop and maintain detailed project plans, schedules, milestones, resource requirements, and financial tracking.
  • Monitor project performance and proactively identify schedule, scope, resource, or delivery risks.
  • Maintain risk, issue, action, and dependency tracking and drive items through resolution.
  • Adjust project plans and priorities as business or technical requirements evolve.
  • Ensure projects remain aligned with organizational goals and stakeholder expectations.

Business & Technology Coordination
  • Serve as a central coordination point between business teams, technology teams, leadership, and external partners.
  • Ensure business requirements are understood and appropriately reflected in delivered technology and operational solutions.
  • Facilitate cross-functional meetings, decision-making, issue resolution, and project governance.
  • Communicate project status, risks, dependencies, and required decisions clearly to both technical and non-technical stakeholders.

Stakeholder & Vendor Management
  • Build effective working relationships with senior leaders, business stakeholders, technology teams, and third-party vendors.
  • Coordinate internal resources and external partners to ensure successful project execution.
  • Manage vendor deliverables, dependencies, timelines, and commitments as appropriate.
  • Escalate risks and issues when necessary and drive stakeholders toward resolution.

Financial & Executive Reporting
  • Develop and manage project budgets, forecasts, and financial reporting.
  • Track budget performance and identify potential variances or financial risks.
  • Prepare concise executive-level project status reporting.
  • Provide leadership with clear visibility into project progress, risks, issues, dependencies, and decisions required.

Quality & Project Closure
  • Ensure project deliverables meet established quality and business requirements.
  • Support implementation readiness, transition, and operational handoff activities.
  • Lead project closure activities, including documentation, lessons learned, and final project reporting.

Required Qualifications
Experience
  • Significant experience managing large-scale, complex, or high-visibility projects.
  • Demonstrated experience leading projects involving both business and technology stakeholders.
  • Experience managing scope, schedule, budget, resources, risks, issues, dependencies, and executive communications.
  • Experience coordinating multiple teams, vendors, and stakeholder groups within complex organizations.
  • Experience managing multiple concurrent projects or a portfolio of initiatives.

Candidates with experience in one or more of the following environments are strongly preferred:
  • Medicaid or government-sponsored healthcare programs
  • Healthcare technology or healthcare operations
  • Medicaid Management Information Systems (MMIS) or related enterprise platforms
  • Healthcare systems modernization or transformation
  • Health plan, payer, eligibility, enrollment, claims, provider, or benefits administration environments
  • Public-sector healthcare technology programs

Skills
  • Strong project leadership, organization, communication, and problem-solving skills.
  • Ability to lead complex initiatives across business, technical, executive, and vendor teams.
  • Strong risk, issue, dependency, and change management capabilities.
