IOWA AIR NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION

As a IT SPEC (INFOSEC/NETWORK), GS-2210-13 your duties are below.
  1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (30%)
  2. Plans, organizes, and oversees the activities of a CPT, ICS, ACD, C3MS, or NMT operations section. Develops goals and objectives that integrate organization and CYO objectives. Plans work for accomplishment by subordinate teams. Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments to ensure the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides direction and advice regarding policies, procedures, and guidelines. Reviews work and management techniques of subordinates. Makes decisions on work problems presented by subordinate operators. Coordinates with representatives of other Section Supervisors and the Operations Officer and Commander in the oversight of operational events, exercises, assessments and projects. Oversees management of CYO Weapon System tools. (30%)
  3. Prepares Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators and is prepared for events in order to optimize training time available. Monitors assigned military members' go-no-go readiness status and ensures deficiencies are recognized. Works with scheduling section to provide opportunities for assigned members, to maintain full mission readiness. Ensures training for each event has been prepared and is ready. Coordinates with maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. (30%)
  4. Performs cyberspace operations that protect the nation (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. Provides for mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Conducts risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Provides technical and subject-matter expertise to improve the defenses of assessed missions and systems. Defends missions and systems against adversary exploitation. Operates in-garrison and deployed cyberspace weapon systems. At a minimum, maintains currency as a qualified Cyberspace Operator. (10%)

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

TRIAL PERIOD REQUIREMENT: As a condition of employment for accepting this position, you will be required to serve a 2-year trial period or 1-year (Veterans Preference Eligibles Only) during which we will evaluate your fitness and whether your continued employment advances the public interest. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade
An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2210-13: Must have experience in the following:
  • Must have at least 24 months of managing or directing Cyberspace Operations mission commitments, programs, and projects that impacted personnel, equipment, software and services.
  • Experienced in performing unit leadership duties in regard to planning, scheduling, controlling, and directing all unit functions. Competent in performing analytical and evaluative duties related to the business of Cyberspace Operations.
  • Experiences included contact and coordination with the National Guard Bureau (NGB), Air Force Space Command (AFSPC), 24th and 25th Air Forces, active duty operational units, parent Cyberspace Operations Group (COG), and/or associated joint units.
  • Program experiences involved developing policies and procedures, short-range and long-range plans that satisfied Cyberspace Operational unit needs and taskings. Skilled in the identification of problem areas and knowledgeable of required corrective actions to meet program capabilities and mission objectives.
  • Experiences involved the interpretation of policy and procedural matters. Knowledgeable and skilled on planning and coordinating theutilization and maintenance of systems and facilities. Organizational experiences included the formulation and execution of budgetary, training, and organizational requirements, as well as, communications support requirements. Knowledgeable on how to determine the capability of Cyberspace Operations and/or support personnel to meet requirements specified in tasking orders, plans, or requests for forces.
  • Knowledgably on validating unit mission limitations in regard to equipment capabilities and personnel readiness.
  • Must have at least 24 months of supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities.
  • Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives.
  • Supervisory experiences involved balancing mission program work requirements, aligning program policies, and providing advice, mentoring, and a wide-variety of directions.
  • Experienced on coaching and counseling employees on issues in regard to behaviors and/or performance.
  • Experienced in structuring work assignments that created effective and efficient procedures with measured and improved task processes

Education

Based on the Cyberspace Operations mission requirements and directed tasks, along with the strict Information Assurance Management Certification requirements for the GS-2210 Cyber Program Dual Status Technician positions, no substitutions of Education for Specialized Experiences are allowed for any reason or purpose.
