Navanti is seeking a Consultant to support an anticipated program that will provide a wide range of Subject Matter Expertise (SME) support services to The Department of Homeland Securitys (DHS) Office of Chemical Security (OCS) on the following topics:

Team Navanti will be tasked acquiring the necessary expertise that will vary in scope and complexity yet will cover a broad range of technical and engineering disciplines. To meet regulatory requirements and mission goals, the Infrastructure Security Division (ISD) under DHS Cybersecurity Infrastructure Security Agency (CISA) requires a support team of that hold depth and breadth of knowledge to actively assist with support and operations of the CFATS, AN, and IDR Programs. Team Navanti will provide expert advice, assistance, and guidance in support of ISDs mission-oriented functions.

Through Team Navantis, ISDs objective is to assure continued operational availability and integrity of the CFATS, AN, and ChemLock Programs and to optimize ISDs regulatory authority by providing an integrated team of contractors capable of providing expert knowledge of all aspects of the chemical industry and across multiple technical disciplines. ISDs objective is to encourage increased investment in the resilience of the Nations critical infrastructure by providing robust technical expertise and decision support tools that inform decision-making through the application of an interdisciplinary, cross-sector approach to the evaluation of infrastructure risk, vulnerability, mitigation, and resilience. To support these objectives, Team Navanti shall provide subject matter expertise to assist with tasks related to risk analysis, engineering (chemical, process safety, security design, civil, environmental, sustainable design, and mechanical), physical security, cyber security, economics, architecture, community and regional planning, and knowledge management.

Core Responsibilities:

  • Provide specialized skills in a limited set of areas to support an agency with a particular business need.
  • Work with the agency staff to understand issues of concern and design solutions based on customer needs and technical considerations.
  • In area of expertise, support/assist with program planning and audits, tabletop exercises/scenario simulations, educational studies, preparedness evaluations, training, regulatory/policy studies and development, and economic analyses.
  • Develop research as needed to provide limited expert witness support as may be needed on issues of concern to the agency.
  • Assist with the organization and facilitation of meetings involving agency collaborative efforts and working groups.
  • Support the development of divisional policies, standards, processes, work instructions and templates.
  • Perform research and investigations of government regulations particularly in relation to chemicals of interest and chemical facilities.

Necessary Qualifications:

  • Ability to work on moderately complex problems with limited direction from management.
  • Has a limited range of experience in the analysis of agency business issues (technical, operational, financial, or business case problems) and has shown the ability to create practical solutions to such issues.
  • Ability to apply advanced principles, theories, and concepts and develops comprehensive solutions to complex problems.
  • Ability to communicate well with clients, both in written reports and verbal communications.
  • Excellent English writing and speaking.
  • Strong work ethic.
  • Strong attention to detail.
  • Ability to successfully represent the company independently to external parties.
  • Ability to successfully work and communicate in a fast-paced, rapid, environment.
  • Previous experience with DHS highly desired.
  • Active Top Secret U.S Government security clearance with SCI eligibility (read-on ready).
