Job Summary

The Preconstruction Manager leads all planning and early-stage project development efforts to ensure construction projects are accurately scoped, competitively priced, and strategically prepared for a successful build. This role oversees budgeting, estimating, and constructability reviews from project pursuit through contract execution. Working closely with owners, architects, engineers, and internal project teams, the Preconstruction Manager develops comprehensive preconstruction deliverables, identifies risks and opportunities, and provides clear recommendations that support cost, schedule, and quality objectives. The Preconstruction Manager ultimately ensures that each project enters construction with a well-defined plan, accurate financials, and a coordinated approach that aligns with the client’s goals and the contractor’s operational capabilities. A Preconstruction Manager will assume the essential functions of a Senior Estimator as appropriate.

Essential Functions

  • Lead, manage, and develop Estimators and Senior Estimators. Ensure compliance and adherence to Standard Operating Procedures (SOPs). Create and maintain SOPs to establish and manage Preconstruction expectations.
  • Lead and own the full preconstruction lifecycle from pursuit through award, including directing RFP strategy, messaging, and content in partnership with the proposal team; leading all preconstruction and interview preparation meetings; and serving as the single-point leader responsible for coordination, decision-making, and continuity until project award and/or transition to buyout.
  • Oversee the management of drawings, specifications, and Requests for Proposal (RFPs). Ensure drawings are current in the estimating software and file structure. Ensure subcontractors are notified as amendments/addendums are received and that subcontractors acknowledge receipt. For design build projects, partner with the design team for bid doc creation. Ensure accuracy of bid documents and confirm the latest information is being utilized. Ensure bid bond and builder’s risk quotes obtained from the appropriate sources. Contact design team if any documents are missing.
  • Assess risk factors and advantages. Identify potential costs and exposures (liquidated damages, insurance requirements, taxes/permits). Identify long lead times that could impact schedule. Identify any advantages over competition and review with team.
  • Oversee the pre-bid Request for Information (RFI) workflow. Review the pre-bid RFI for validity when escalated from the team and approve/authorize/develop the RFI to be submitted to the design team. Review internal and external RFI logs and responses for accuracy/validity. Confirm distribution of RFIs to the project team and subcontractors via the estimating software. Review documents and ensure any Bryan Construction-related RFIs are submitted.
  • Review the bid invitation in Building Connected. Review all files and project information for subcontractor access. Approve bid packages based on project scope of work and approve subcontractors to send bid invites to. Generate or review the bid form for the project, as needed. Ensure notifications to subcontractors of post-bid amendments/addendums for repricing, as required. Review subcontractor participation to ensure complete scope coverage.
  • Perform and oversee project takeoffs. Create the project in the estimating software, review subcontractor quantities against internal takeoffs for accuracy, and contact subcontractors as needed. Create detailed quantity takeoffs for complex or unique scopes of work. Ensure Estimator/Sr. Estimator accurately completes project takeoffs assigned.
  • Own the estimate form. Select the estimate form from the applicable template and ensure creation of the estimate form. Review and confirm project information relating to the project has been input accurately and insert any missing information. Review the scopes of work and bid packages. Review subcontractor participation and assign follow up, as needed. Utilize project takeoff and historical cost data to confirm budgetary subcontractor estimate, as needed. Complete preliminary general conditions cost for Executive Manager to review.
  • Review subcontractor proposals for scope of work inclusions and exclusions; identify and address scope gaps. Confirm subcontractors have met pre-qualification requirements. Discuss scopes of work with subcontractors to ensure complete coverage. Review subcontractor proposals in the estimate form. Assist executive team to make decisions about subcontractor selection.
  • Lead bid day activities by monitoring incoming subcontractor bids, reviewing and distributing them to appropriate parties as needed, ensuring post-bid-day proposals are filed appropriately.
  • Lead meetings, as needed, to include handover meetings, preconstruction meetings, OAC meetings, bid meetings, site walks, pre-bid conference, debrief meetings, etc. Participate and contribute during go/no-go meetings; advise Executive Manager on project specifics. Initiate internal review meetings prior to bid submittals.
  • Participate in project interviews, as needed. Attend interview prep meetings, prepare Q&As, and prepare interview presentation materials as directed.
  • Prepare and present proposal packages. Ensure deliverables meet customer requirements (bid sheets, alternates, unit costs, allowances, etc.). Lead the review with the owner.
  • Review and maintain unit cost records, reviewing proposals and identifying unit cost data for historical records, as needed.
  • Develop the pre-bid schedule. Review documents to identify proposal schedule requirements. Partner with the scheduler (internal or external) to build preliminary schedule and determine durations for detailed or milestone schedule.
