Job description

Title: Subcontracts Administrator Location: Alexandria, VA US Citizenship: Required Clearance: Ability to obtain and maintain a Secret or higher security clearance Responsibilities: * Provide subcontract administration support, including pre-and post-award subcontract administration and maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders in compliance with Invictus policies and federal regulations
* Create and issue RFPs and evaluate subcontractor proposals * Assist in review of prime solicitation requirements and draft subcontract solicitation packages to support the prime proposal * Adhere to the Invictus procurement process from the development of the Request for Quote through negotiations, and execution of a Subcontract Agreement and/or Purchase Order, while documenting the procurement file to ensure compliance with Contractor Purchasing System Review (CPSR) requirements and Invictus policies
* Provide guidance and information to requester that includes evaluation and due diligence of subcontractors for engagement and award
* Perform supplier evaluation and selection suggestion for post-award subcontractors
* Provide continuing communication and management of Subcontract Agreement terms and conditions throughout the Period of Performance
* Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives to support prime contract requirements
* Negotiate non-disclosure agreements, teaming agreements, license agreement, terms, and conditions
* Manage small business subcontracting plans, flowing down appropriate prime contract and agency regulations Requirements: * Bachelor's degree preferred with at least three (3) years of experience in a subcontracts role supporting government contracts
* Knowledge of negotiating various contract types, including FFP, FFP LOE, CPFF, LOE, T&M, or IDIQ * Knowledge of creating file documentation in compliance with CPSR requirements
* Working knowledge of Federal Acquisition Regulations (FAR)
* Ability to obtain and maintain a Secret security clearance
