Job description

Total Project Strategies, Inc. (TPS) – AECOM Miami Dade County Public Schools (M-DCPS) Program Management (PM) Support Services.

TPS, a sub-consultant to AECOM is seeking a qualified candidate to fill the position of Project Manager, Energy Systems, as part of the M-DCPS AECOM Program Management Team. The selected candidate will be assigned to manage multiple projects/tasks as described below.

Qualifications

• Bachelor’s degree in engineering, construction management, energy management, or related field.
• Experience managing energy efficiency or infrastructure projects in large facilities portfolios.
• Knowledge of performance contracting, energy conservation measures, and clean energy technologies.
• Familiarity with grant-funded infrastructure projects or public-sector procurement.
• Strong project management and coordination skills.

Preferred qualifications may include certifications such as Certified Energy Manager (CEM), or Project Management Professional (PMP).

Position Overview

The Manager of Energy Infrastructure and Projects oversees the planning, implementation, and management of energy efficiency and clean energy capital projects across the district. This role manages performance-based energy projects, renewable energy installations, and energy infrastructure investments designed to reduce energy consumption and operating costs while supporting the district’s long-term sustainability goals.

The position works closely with engineering consultants, ESCO partners, and internal departments to deliver energy projects on time and ensure financial and operational accountability.

Key Responsibilities: Energy Performance Contract Management

• Manage district energy infrastructure projects delivered through Energy Savings Performance Contracts (ESPC) and related procurement models.
• Oversee relationships with ESCO partners including Ameresco, Trane, and Honeywell.
• Ensure energy conservation measures such as HVAC upgrades, lighting retrofits, and control system improvements are successfully implemented.

Measurement and Verification
• Coordinate project savings verification and performance monitoring.
• Develop and maintain Measurement and Verification reporting frameworks for energy projects.
• Ensure contracted energy savings targets are documented and achieved.

Clean Energy Project Development
• Manage renewable energy and electrification initiatives including solar installations and electric vehicle charging infrastructure.
• Coordinate with utility partners such as Florida Power & Light on infrastructure requirements.
• Support implementation of projects such as solar P.E. shelters and electric bus charging infrastructure.

· Lifecycle planning for HVAC, controls, and energy infrastructure

Grant and Funding Programs
• Support implementation of federally funded projects

• Assist with compliance, reporting, and project coordination for grant-funded initiatives.
• Evaluate new funding opportunities including federal incentives and clean energy financing programs.

Energy Procurement Strategy
• Evaluate opportunities to expand performance contracting through ESPC models.
• Assess emerging procurement options including Energy-as-a-Service or other alternative financing structures.
• Support long-term planning for district energy infrastructure investments.

Project Coordination
• Coordinate with Capital Construction during project implementation and construction closeout.
• Manage project schedules, vendor deliverables, and technical documentation.

· Apply and obtain energy rebates where feasible.
