Job description

Job Summary:
North Carolina Department of Agriculture and Consumer Services is seeking a Project Analyst to support technology initiatives across the Agency. This role involves gathering information, documenting requirements, and ensuring smooth implementation of projects in a collaborative environment.
Responsibilities:
• Conduct standardized intake analysis, including scope creation, effort estimation, and risk assessment
• Gather, analyze, and document detailed technical and functional requirements
• Use established templates to create clear, concise requirement specifications
• Develop test plans, test scripts, and implementation plans for new products, upgrades, patches, and system enhancements
• Execute testing activities, document results, and collaborate with customers and technical teams to resolve issues
• Triage, track, and manage project issues throughout the project lifecycle
• Create production support turnover documentation and perform knowledge transfer during project closure
• Provide user training and orientation for new software and system upgrades, as needed
• Identify and recommend process and technology enhancements that improve efficiency and ensure interoperability across all related systems.
• Serve as a liaison between customers and technical staff, including internal teams and vendors
• Assist with major releases, patch cycles, and project team activities
• Develop reports, dashboards, and scorecards to support operational and project needs
• Be available for occasional off-hours work to support critical releases or system events
• Perform additional duties as assigned
Qualifications:
Required:
• Associate Degree in the Information Technology field or 2 years of IT industry experience.
• 2 years direct work experience in a project support capacity.
• Strong written and verbal communication skills
• Solid customer service orientation and ability to build positive working relationships
• Ability to translate technical concepts into business-friendly language
• Strong analytical and problem-solving abilities with keen attention to detail
• Ability to prioritize and execute tasks in a fast-paced, high-pressure environment
• Experience working independently and collaboratively
• Familiarity with ITIL principles
• Proficiency with Microsoft Word, Visio, PowerPoint, and Office
• Understanding of IT industry standards, concepts, and practices
• Ability to develop technical documentation and end-user training materials
• Experience writing queries using business intelligence or reporting tools
• Ability to research, collect, and evaluate project data
• Understanding of project management principles and the Software Development Life Cycle (SDLC)
Preferred:
• Technical certifications preferred.
• ITIL v4 certification preferred.
