Description
The Project Manager will lead the execution and delivery of ONR's internship, outreach, and digital program initiatives, supporting mission-critical STEM talent pipelines and engagement programs.
This role is responsible for managing the full lifecycle of internship programs (e.g., SEAP, NREIP, HBCU/MI), overseeing outreach and communications strategies, and ensuring the performance, security, and reliability of program websites and application platforms.
The Project Manager serves as the primary interface with Government leadership, ensuring all program, technical, and administrative deliverables are executed in accordance with contract requirements, timelines, and quality standards.Â
Key Responsibilities
1. Program & Contract Management- Lead overall execution of the ONR internship and outreach contract across all task ordersÂ
- Develop and implement a comprehensive program management plan covering:Â
- Internship lifecycle managementÂ
- Outreach and engagement initiativesÂ
- Website and digital platform operationsÂ
- Manage cost, schedule, performance, and risk across multiple concurrent effortsÂ
- Ensure compliance with contract requirements, QASP standards, and federal regulationsÂ
2. Internship Program Lifecycle Oversight- Oversee end-to-end management of internship programs, including:Â
- Marketing and outreach campaignsÂ
- Application intake and evaluation processesÂ
- Participant onboarding and coordinationÂ
- Mentor matching and engagementÂ
- Ensure smooth execution across programs such as:Â
- Naval Research Enterprise Internship Program (NREIP)Â
- Science and Engineering Apprenticeship Program (SEAP)Â
- Monitor program metrics including applicant volume, placements, and participant outcomes Â
3. Outreach & Communications Strategy- Direct development and execution of STEM outreach initiativesÂ
- Oversee creation of:Â
- Marketing campaignsÂ
- Digital content and messagingÂ
- Stakeholder communicationsÂ
- Coordinate with Government stakeholders to align outreach with mission objectivesÂ
- Drive engagement with students, universities, and underrepresented communitiesÂ
4. Website & Application Platform Management- Oversee management of program websites and application portals, ensuring:Â
- System availability and uptimeÂ
- Data integrity and securityÂ
- User experience optimizationÂ
- Coordinate technical teams responsible for:Â
- Website updates and maintenanceÂ
- Application processing systemsÂ
- Ensure compliance with DoD cybersecurity and data protection requirementsÂ
5. Financial & Operational Oversight- Implement systems and controls to ensure:Â
- Financial accuracyÂ
- Budget tracking and reportingÂ
- Timely execution of program fundingÂ
- Monitor contract performance and resource utilizationÂ
- Provide data-driven recommendations for program improvementsÂ
6. Stakeholder Engagement & Reporting- Serve as primary liaison to ONR Contracting Officer, COR, and program leadershipÂ
- Lead program reviews, status meetings, and executive briefingsÂ
- Deliver:Â
- Regular progress reportsÂ
- Performance metricsÂ
- Risk and issue updatesÂ
- Ensure transparency and proactive communication across all stakeholdersÂ
7. Team Leadership & Staffing- Lead and manage a multidisciplinary team supporting:Â
- Program operationsÂ
- Outreach and communicationsÂ
- IT and web supportÂ
- Develop staffing strategies, including:Â
- RecruitmentÂ
- RetentionÂ
- Backfill planningÂ
- Ensure team performance aligns with contract deliverables and timelines Â
Requirements
- Bachelor's degree in Business, Public Administration, STEM, or related field (Master's preferred)Â
- 8-12+ years of experience in:Â
- Program or project managementÂ
- Federal government contractingÂ
- Demonstrated experience managing:Â
- Large-scale programs (multi-million dollar, multi-year preferred)Â
- Workforce or internship programsÂ
- Strong knowledge of:Â
- Program lifecycle managementÂ
- Federal contract execution and complianceÂ
Preferred Qualifications- Experience supporting:Â
- Department of Defense (DoD) or Navy programsÂ
- STEM outreach or education initiativesÂ
- Familiarity with:Â
- Applicant tracking systems or program management platformsÂ
- Website/application portal managementÂ
- PMP or similar certification preferredÂ
