POSITION SUMMARY:

The Talent Acquisition Specialist supports the HR function in terms of attraction, recruitment, and onboarding in alignment with the Bank's talent strategy. A significant responsibility of this role is the recruitment for assigned positions, providing strong customer experience throughout the hiring process. This role builds relationships with the hiring managers to execute on staffing plans and bring in top talent. This role also manages the flow of candidates through the applicant tracking system and optimizes the system to ensure templates and process promote our brand. In addition, this role provides general HR support with operational tasks, data gathering and analysis, onboarding and training.


OBJECTIVES OF THIS ROLE:

  • Manage the full cycle recruiting process for assigned requisitions, applying strong time management and prioritization skills to support multiple concurrent hiring needs while delivering a consistent candidate experience.
  • Partners with hiring managers to ensure efficiency in time to fill while achieving quality and diversity hiring metrics. Understanding current and future workforce needs, including role requirements and turnover trends
  • Track recruiting activity and maintain accurate records within the applicant tracking system to support report reporting and ensure consistent hiring processes.
  • Support the bank's commitment to affirmative action and Equal Employment Opportunity (EEO) by promoting inclusive sourcing practices and maintaining compliant recruiting documentation.

RESPONSIBILITIES:

Recruitment

  • Proactively source, attract, and engage both active and passive candidates using creative and effective sourcing techniques to build strong talent pipelines through proactive sourcing, community outreach and engagement with local high schools' community colleges and universities.
  • Work closely with internal talent to promote from within and align with development plans, sourcing plans and building bench strength.
  • Review employment applications and interview candidates to qualify against position requirements.
  • Apply critical thinking to assess candidate fit beyond skills alone, considering alignment with team, culture, and business needs.
  • Negotiate and extend employment offers and partner with the hiring leader to support a smooth transition from offer acceptance all the way through onboarding ensuring strong early engagement and retention. Work with HR leadership and HR central team to ensure offers meet compensation and benefits requirements.
  • Identify, utilize, and optimize external job boards
  • Research, evaluate, and implement innovative sourcing strategies and tools to continuously improve candidate flow and hiring outcomes and stays abreast of market dynamics.
  • Represent F&M at career fairs, community events, in campus recruiting activities to promote employment opportunities and strengthen the organization's employer brand.
  • Identify opportunities to improve recruiting processes, tools, and workflows to increase efficiency, quality of hire, and hiring leader satisfaction.
  • Enhance employee experience through open communication and conflict resolution.
  • Manage the Bank's internship program
  • Provides consultative dialogue as it pertains to the Predictive Index and the role it plays within candidate selection and the hiring process
  • Administrate the hiring process within the HRIS Recruiting module (e.g. requisition creation, job postings, candidate communication, interview coordination, confirmation, etc.).
  • Ensures a positive candidate experience and strong employment brand in the community.
  • Minimal travel may be required.

Human Resources

  • Analyzes data that supports strong people decisions and workforce planning.
  • Coordinates new employee onboarding with other supportive HR team members.
  • Works within the HRIS system to optimize workflows.
  • Ensures HR is meeting all compliance requirements from a recruitment perspective.
  • Builds strong relationships with frontline leaders.
  • Conducts training on HR topics as needed, serving as recruitment specialist


Requirements

 QUALIFICATIONS:

  • Associate's degree in human resources, business, or a related field, or extensive prior experience in human resources. Bachelor's degree preferred for additional growth.
  • One to three years of experience in human resources positions with at least one year of recruiting and sourcing experience.
  • General knowledge of employment laws and best practices.
  • Experience with HRIS and Applicant Tracking system - Paylocity experience a plus.
  • Ability and desire to source candidates, build talent pipelines and promote employment brand.
  • Demonstrated consultative approach to problem solving and critical thinking.
  • Banking industry experience a plus.
  • Recruitment or talent acquisition certifications encouraged

COMPLIANCE:

  • As generally applicable to F&M Bank and commensurate with these job functions, this job role includes accountabilities for following Bank policies and related procedures, as well as regulatory requirements involving federal and state laws, regulations, and related guidance.
  • Compliance with Bank Secrecy Act (BSA), including accurate completion of Currency Transaction Reports (CTR) when applicable, Anti-Money Laundering Act (AML), Office of Foreign Asset Control (OFAC) and the USA PATRIOT Act. Adhere to Customer Identification, Customer Due Diligence and reporting of suspicious activities to the BSA Department.
