The Georgia Department of Revenue is seeking an experienced attorney to join the Tax Policy Division as an Attorney 3 or Attorney 4. Reporting to the Program Manager in the Tax Policy Division, you will be responsible for providing analysis and/or recommendations on legal issues within the scope and authority of the agency.

Key duties include but are not limited to assisting the Tax Policy Division with implementation and administration of new statutory mandates. The successful candidate will perform detailed research and analysis and will assist with the promulgation of new regulations. Additionally, the candidate will review and advise on questions related to tax. Duties also include drafting legal instruments, policy bulletins, and legal opinions, as well as participating in the negotiation of settlement agreements and tax controversies.

As a trusted legal advisor, you will partner with Department leaders, the Office of the Attorney General, legislators, and stakeholders across state government to resolve complex legal issues, and mitigate organizational risk.

Expected Salary Range:

Attorney 3: $80,000 - $83,000

Attorney 4: $88,000 - $92,000

*This is a hybrid position.

The Opportunity

An Attorney 3 or Attorney 4 serves as a senior legal advisor within the Tax Policy Division and manages complex legal matters affecting the Department under limited supervision.

Strategic Legal Counsel
  • Provide legal advice to executive leadership.
  • Analyze legal risks for internal stakeholders. Collaborate with external advisors and representatives.
Legislative & Regulatory Affairs
  • Review, research, and assist in legislation drafting.
  • Draft regulations, bulletins, and legal opinions.
  • Advise leadership in all matters related to state legislation.
  • Represent the Department and build strategic relationships.
  • Work collaboratively with the legislature, judiciary, and other executive branch agencies.
  • Communicate with businesses and other taxpayers to receive feedback on prospective regulations and legislation.
Legal Research & Writing
  • Prepare legal documents.
  • Translate legal issues into practical recommendations.
  • Conduct legal review of taxpayer inquiries, credit and exemption requests, and taxpayer protests.
  • Analyze, organize, and present facts in a clear and logical form in both oral and written presentations.
Preferred Qualifications
  • Knowledge of tax laws or professional tax experience.
  • Prior work experience or internship in a law office, accounting firm, for a judge or legislator, or for a business in a finance/accounting/investment related role.
  • Knowledge of the legislative process.
  • Coursework in tax and corporate law, economics, accounting, finance, or related fields.
  • Knowledge of statutes, court decisions, and state and federal laws and regulations.
Minimum Entry Qualifications:

Attorney 3:

Juris Doctorate from an accredited college or university and license to practice law in the State of Georgia or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring or reciprocity and two (2) years of relevant legal -experience; or two (2) years of experience required at the lower-level Attorney 2 (LEP021).

Attorney 4:

Juris Doctorate in a related area from an accredited college or university and license to practice law in the State of Georgia or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring or reciprocity and three (3) years of relevant legal experience; or three (3) years of experience required at the lower-level Attorney 3 (LEP022).
