The primary purpose of this position is an Electrical Engineer serving in a developmental capacity, performs assignments designed to orient the employee in the application of academic theories and basic principle assignments. Position will be developmental GS-09 target grade of GS-12. All training must be completed and regulatory requirements met prior to promotion.Qualifications:This is a developmental position; this position may be filled at the GS-07, GS-09, GS-11 or this position may be filled at the Fully Qualified GS-12 level based on the qualification of the candidate. The individual selected for the GS-07, GS-09, GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of electrical engineering concepts and principles as well as the ability to apply standard electrical engineering practices, methods, and techniques to perform following specific instructions, relatively routine projects, or a portion of a larger and more complex project; knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

EDUCATION: 1 year of graduate-level education or superior academic achievement
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects, knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of electrical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design. EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments, knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawing; knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; comprehensive knowledge of the installation/command mission and organization. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07
1. Professional knowledge of electrical engineering concepts and principles and standard engineering practices, methods, and techniques to perform, following specific instructions, routine projects or minor phases of a larger and more complex project; and knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments.
2. Skill in preparing graphs, curves, or tables.
3. Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information.
4. Ability to use relevant software programs and use computer aided design and drafting programs (CADD).
5. Ability to work cooperatively as a team member in the design of electrical systems.
6. Ability to make calculations applying standard formulas; and record factual data in tests and observation studies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

3. Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
