What You Will Do

  • Lead the design, implementation, and governance of non‑US benefits programs (insurance, time away, retirement), ensuring compliance, strong employee experience, and alignment with global governance standards; Canada experience preferred.
  • Serve as the regional benefits expert, ensuring statutory requirements are met, aligning with market practices and global principles across diverse geographies.
  • Operate effectively in a highly complex, matrixed global organization, building governance, processes, and operating models where limited infrastructure exists and driving alignment across numerous non-US stakeholders.
  • Partner with U.S. HR and cross‑functional teams (Legal, HRIS, Payroll, Finance, Communications) to ensure coordinated governance, operational integration, and decision‑making.
  • Develop governance frameworks, reporting, and analytics that support regional strategy, global alignment, and cross‑country harmonization of benefits programs.
  • Manage regional and global vendors (brokers, consultants, insurers, TPAs), overseeing performance, SLAs, and operational issue resolution.
  • Lead RFPs, vendor selections, and implementations, ensuring scalable, harmonized solutions while preserving necessary local relevance.
  • Conduct benchmarking and manage regional budgets to ensure sustainable, competitive, and cost‑effective programs.
  • Support multinational risk strategies such as pooling and captive participation.
  • Oversee benefits for globally mobile employees—including expats, inpatriates, and cross‑border workers—in partnership with Global Mobility to ensure compliant, coordinated coverage and plan integration.
  • Monitor legislative and market developments impacting regional benefit programs and mobile populations.
  • Manage multiple concurrent projects and influence outcomes in ambiguous environments; M&A integration experience is a plus.
  • Present insights, trends, and recommendations to senior leadership.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
  • Minimum 6 years of international benefits experience with strong focus on Canada and/or Latin America (Mexico preferred).
  • Demonstrated expertise in Canadian provincial programs and/or Mexican statutory and supplemental benefits.
  • Experience designing and administering benefits for globally mobile employees, including expatriates, inpatriates, and cross‑border workers.
  • Proven ability to operate in a large, global, highly matrixed organization, navigating ambiguity and building governance and operating models where limited infrastructure exists.
  • Experience working within centralized global governance frameworks, including alignment with global policies, systems, and decision‑making structures.
  • Demonstrated ability to manage regional programs within a global framework (shared vendors, systems integrations, approval structures).
  • Strong analytical and problem‑solving skills with the ability to interpret data and translate insights into action.
  • Excellent stakeholder management and influencing skills; effective at driving alignment across multiple functions and countries.
  • Ability to manage multiple priorities and deliver results in a fast‑moving, cross functional environment.
  • Experience communicating complex subjects to senior leadership.

Qualifications We Prefer

  • Certified Benefits Professional (CBP) or similar global benefits designation.
  • Understanding of multinational benefits financing, including pooling and captive arrangements.
  • Familiarity with global mobility benefits vendors and international health solutions.
  • Experience navigating cross‑border compliance and tax considerations for mobile employees.
  • Experience in a large, global, multi-layered organization.
  • M&A integration experience, particularly benefits harmonization and governance alignment across acquired entities.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply. RTX anticipates the application window closing approximately 40 days from the date the notice was posted.
