Job description

General Summary

Plans, develops and implements Geographic Information System (GIS) solutions using advanced proficiency in GIS software, programming languages, and data management systems. Creates complex GIS maps, applications, and projects through technical and project management expertise. Troubleshoots, researches, and implements GIS applications and technologies.


Principal Duties and Responsibilities / Knowledge

  • Leads and develops implementation of geospatial solutions using industry-standard scripting and programming languages (e.g., Python, JavaScript, SQL)
  • Performs drafting functions to maintain mapping files and support planning and development of overhead and underground facilities.
  • Analyzes mapping databases and modifies as necessary to ensure data is consistent.
  • Reviews, researches, and analyzes property plats.
  • Produces cartographic maps for crews, departments and office personnel as needed.
  • Modifies, configures, and creates FME services.
  • Works with various departments to integrate data from other systems of record to support project requests and advance GIS initiatives.
  • Assists in developing system processes, standards, and documentation for the GIS department.
  • Develops and maintains GIS web services from external feeds such as CSV, JSON, XML, API, etc.
  • Troubleshoots and corrects problems in web/mobile/desktop GIS systems and applications.
  • Develops and maintains efficient data quality assurance methods and processes.
  • Investigates new GIS applications and leverages latest technologies.
  • Analyzes and monitors the impact of GIS strategic initiatives to make recommendations regarding upgrades, including considering the implications of new or revised GIS software, equipment, or applications.
  • Manages multiple priorities and works effectively in a deadline-driven environment.


Key Accountabilities

  • Complies with all policies, procedures, and confidentiality agreements effective as a result of employment with Rayburn.
  • Shares information with Rayburn management and staff, contractors, and other third parties in a timely manner, as required.
  • Provides supervisor with updates and/or reports on work and tasks as requested or required.
  • Supervise/escort all contractors aboard Rayburn campus.
  • Performs any other duties as assigned by supervisor or executive management.


Job Specifications / Skills Required

Education:

Bachelor's degree in Geography, Geographic Information Science, Engineering, Planning, Computer Science, Information Technology or a related field is preferred.

Experience:

5+ years of experience using ESRI Suite and Web Applications; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.


Skills:

Proficient with APIs, REST Services, Web Requests, JSON, and XML

Proficient in ArcGIS Pro, ArcGIS Online/Portal, Web Applications and FME

Experience with scripting languages (Python, SQL)

Excellent verbal and written communication skills

Able to work effectively in a team environment; willing to assist others

Ability to communicate GIS technologies in technical and nontechnical terms

Proficiency in spatial data creation, editing and maintenance

Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases


Physical Demands

Ability to sit for extended periods of time at a computer workstation

Ability to perform repetitive motions in order to use a computer keyboard, test equipment and operate hand tools

The employee must occasionally lift and/or move up to 20 pounds; open file cabinets and bend or stand as necessary

As directed by supervisor and/or executive management.
