Overview

Cordoba Corporation is a leading engineering and program management firm, and we have an upcoming role as a Data Center Utility Infrastructure Manager. This role is responsible for leading the planning, development, and delivery of critical utility infrastructure supporting data center campuses. The Data Center Utility Infrastructure Manager provides technical and managerial leadership for utility-related activities including site due diligence, utility procurement, design oversight, permitting, construction coordination, and commissioning. The position serves as the primary liaison between utility providers, engineering teams, contractors, developers, and internal stakeholders to ensure the reliable, scalable, and cost-effective delivery of power, water, wastewater, telecommunications, and other essential infrastructure required for mission-critical data center operations.

Responsibilities
  • Lead utility infrastructure planning, coordination, and delivery for new and existing data center development projects.
  • Manage utility-related activities throughout site selection, due diligence, design, permitting, construction, commissioning, and operational turnover phases.
  • Coordinate with electric, water, wastewater, telecommunications, and natural gas providers to secure utility services, capacity commitments, and project approvals.
  • Serve as the primary technical resource and advisor for utility infrastructure matters across multidisciplinary project teams.
  • Lead coordination efforts among utility providers, engineering consultants, developers, contractors, regulatory agencies, and data center stakeholders.
  • Review engineering studies, utility master plans, design documents, easement requirements, and construction drawings to ensure alignment with project objectives.
  • Identify utility constraints, conflicts, and delivery risks, and develop mitigation strategies to support project schedules, budgets, and operational requirements.
  • Support planning and design activities for utility corridors, duct banks, utility relocations, and campus infrastructure systems.
  • Manage utility-related project budgets, schedules, deliverables, and performance metrics.
  • Review contractor submittals, RFIs, change orders, and construction work related to utility infrastructure systems.
  • Conduct site visits, field investigations, and coordination meetings to verify existing conditions and support project execution.
  • Monitor utility installation, testing, startup, and commissioning activities to ensure successful project delivery.
  • Prepare and present project updates, risk assessments, and infrastructure recommendations to client leadership and project stakeholders.
  • Support long-range utility capacity planning and infrastructure strategies for expanding data center campuses.
  • Promote safe work practices and ensure compliance with applicable codes, regulations, and industry standards.
Qualifications
  • Bachelor's degree in Civil Engineering, Electrical Engineering, Construction Management, or a related technical field required
  • 7+ years of experience in utility infrastructure, civil engineering, construction management, data center development, or large-scale infrastructure projects required
  • 3+ years of experience leading technical teams, managing complex infrastructure projects, or supervising consultant and contractor activities required
  • Experience supporting data centers, mission-critical facilities, energy infrastructure, industrial developments, or large commercial construction programs required
  • Professional Engineer (PE) license preferred
  • Strong knowledge of underground utility systems including electric power, water, wastewater, stormwater, telecommunications, and natural gas infrastructure
  • Experience coordinating with utility providers, municipalities, public agencies, developers, engineering firms, and construction contractors
  • Demonstrated success managing project budgets, schedules, contracts, risks, and stakeholder expectations
  • Strong understanding of utility permitting processes, service agreements, easements, right-of-way requirements, and regulatory approvals
  • Experience reviewing engineering designs, utility studies, site development plans, and construction documents
  • Familiarity with utility conflict analysis, relocations, and subsurface utility engineering (SUE) practices
  • Excellent verbal and written communication skills with the ability to engage effectively with technical and non-technical stakeholders
  • Strong organizational, leadership, negotiation, and problem-solving skills
  • Proficiency using the Microsoft Office suite

Pay Range: $140,000 - $185,000 per year

Work Location: Hybrid 4 days per week in the Portland, OR office

Travel: Up to 20% travel within the Pacific Northwest and Texas

Visa Sponsorship: Legal authorization to work in the U.S.A. on a full-time basis without sponsorship

Physical Requirements: Ability to pass a pre-authorized physical including a drug-screening and background check
