Minimum Requirements:

Education:

High school plus additional course work (equivalent to up to 1 year at a Community College or equivalent resulting in accumulation of similar knowledge and abilities).

Experience:

1-year experience. Moderate previous experience is required in cross-connection control, backflow prevention, environmental compliance, water distribution, plumbing inspection, code enforcement, or a related field. Relevant experience gained through formal internships, training programs, or closely related positions may be considered. The position requires a working knowledge of cross-connection control principles, backflow prevention assemblies, inspection techniques, applicable plumbing codes, regulatory requirements, customer service practices, and the ability to interpret and apply policies, procedures, and technical standards.

Physical Demands:

Work requires moderate to heavy physical exertion and effort. The position regularly requires lifting and carrying equipment and materials weighing up to 50 pounds, as well as prolonged walking, standing, bending, kneeling, crouching, climbing, and working in confined spaces or around mechanical equipment. Manual dexterity is required to inspect backflow prevention assemblies, operate tools and testing equipment, and enter data into electronic devices. The work may involve navigating uneven terrain, climbing ladders, and accessing utility vaults or equipment rooms. The physical demands of the position may result in fatigue and require periods of rest throughout the workday.

Licenses and Certifications:

  • Backflow Prevention Assembly Tester Certification required within 6 months of hire

  • One (1) Arizona Department of Environmental Quality (ADEQ) Grade 1 operator certification within one year of hire. Valid Arizona Class "D" Driver's License upon hire.

Preferred/Desirable Qualifications:

  • Experience administering or enforcing a Cross-Connection Control Program.

  • Knowledge of backflow prevention principles, plumbing systems, and applicable local, state, and federal regulations.

  • Familiarity with the Uniform Plumbing Code (UPC) or International Plumbing Code (IPC), USC Manual of Cross-Connection Control, and City ordinances.

  • Experience reviewing backflow prevention plans, conducting inspections, and maintaining compliance records.

  • Strong customer service, communication, and problem-solving skills.

  • Experience using compliance or database management software.

  • Backflow Assembly Tester certification or Cross-Connection Specialist certification is desirable.

  • ADEQ certification in Water Distribution, Wastewater Collections, or Wastewater Treatment is preferred.

The City of Peoria is looking for a motivated and customer-focused Environmental Compliance Inspector to join our Environmental Resources team. This position plays a key role in protecting the City's potable water system by administering the Cross-Connection Control Program.

The Environmental Compliance Inspector conducts inspections of commercial, industrial, multi-family, irrigation, and other facilities to ensure compliance with local, state, and City cross-connection requirements. This position reviews backflow prevention assemblies and installations, coordinates required testing, investigates cross-connection concerns, educates customers, contractors, and testers on program requirements, documents inspection findings, and works with customers to achieve compliance. The position also assists with plan reviews, maintains program records and compliance databases, and supports the implementation and enforcement of the City's Cross-Connection Control Program.

The ideal candidate is self-motivated, communicates effectively with customers and the public, pays close attention to detail, and enjoys working both independently and as part of a team. Occasional evening or weekend work may be required.

Key Responsibilities:

  • Administer and enforce the City's Cross-Connection Control Program.

  • Conduct inspections of commercial, industrial, multifamily, and irrigation water systems to ensure compliance with cross-connection requirements.

  • Review construction plans and backflow prevention installations for compliance with City standards and plumbing codes.

  • Coordinate and track required backflow assembly testing and follow up on compliance issues.

  • Investigate cross-connection concerns and resolve customer inquiries.

  • Maintain accurate inspection and compliance records using City databases.

  • Build positive working relationships with residents, contractors, developers, testers, and internal departments.
