What We Are Looking For

The Area Manager has overall responsibility for the daily operations of the terminal, including all operational activities, performance management of staff, safety, quality control, budgeting, compliance and regulatory matters. The Area Manager is also responsible for any Company facilities/assets (pipelines, rail, truck racks, dock, etc.) within his/her geographic area, as well oversight for the ROW in that area. He/she manages the Lead Operator, Operators, Technicians, and administrative personnel.

What You Will Do

The Area Manager is responsible for the management of the Richmond Products Terminal, associated stations and pipelines.

• Supervises staff of operators, technicians and administrative.
• $300M+ O&M budget authority.
• Assists in planning and execution of capital projects in the area.
• Responds to emergencies and other upsets and may be required to work nights and/or weekends.
• Responsible for maintaining company assets in good working order in order to maximize up-time.
• Performs as a liaison between pipeline activities and shipping customers in order to maintain efficient delivery and resolve any difficulties relating to scheduling, overages, shortages, and quality control issues.
• Supervises functions related to outside contractors operating on company property or in company Right-of-Way areas in order to protect company interests.
• Supervises terminal and/or station operations to achieve goals within budgeted funds and available personnel.
• Plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is completed in an efficient and timely manner. Participates in the selection/promotion of staff, salary change considerations, and disciplinary matters. Conducts performance evaluations and resolves grievances. Must be comfortable with using Progressive Discipline to address performance issues.
• Coordinates safety and emergency response, and new hire orientation training and programs.
• Develops short and long-range plans, goals and objectives for terminal or station operations.
• Remains current on developments in the field.
• Coordinates department services with other departments, governmental agencies, and customers.
• Manages projects within assigned area of responsibility.
• Coordinates with Customer Service Center regarding product delivery schedules, rearrangement of batch sequencing, equipment shutdowns, scraper runs, pipeline work, shipper needs, and any other variables affecting pipeline operations in order to minimize down time and throughput loss.
• Ensures compliance with all applicable local, state, and federal regulations affecting pipeline and/or terminal operations.
• Reviews contracts pertaining to work around Company pipelines to ensure Company property is protected. Includes screening and reviewing leases, foreign crossing permits, highway expansion, or any Right-of-Way intrusion.
• Coordinates company response relating to actions of outside contractors which includes site inspection, preparation of as-built drawings, and confirmation of scope of work to be completed.
• Coordinates pipeline relocation and other activities with Engineering and Customer Service Center, cities, landowners, utility companies, etc. Requests and directs the activities of company construction inspectors.
• Inspects station and/or terminal and outlying facilities for compliance with maintenance, housekeeping, environmental and safety requirements.
• Coordinates all requirements affecting military and commercial products at applicable assignment locations, including quality control issues, additives, notification procedures, sampling, meter calibration, coordination of witnesses where required, overages, shortages, and service interruptions.
• Depending upon size and facility location may prioritize station or terminal breakdowns and oversee general maintenance and record keeping.
• Ensures that all hazardous wastes are properly stored and labeled.
• Properly package and store hazardous waste containers in an approved Hazardous Waste/Satellite Accumulation Area.
• Manage the handling and documentation of waste records.
• Perform and document weekly inspections of hazardous waste storage areas

What You Need Education

• High school diploma or equivalent required
• College course work in technical or business field will be helpful in this position
• A Bachelor’s degree preferred in the areas of Engineering or Business Management

Experience, Specific Knowledge, Certification, Licenses

• A minimum of 10 years, well-rounded experience in pipeline operations is highly desirable and should include specific working experience with products movement, mechanical maintenance, personnel management, legal and environmental requirements affecting terminal and/or station activities. Effective use of time management is of key importance in order to properly identify priorities and to ensure that all job requirements are satisfied.
• A satisfactory driving record as determined by the Company and current, valid State driver’s license are required for use of a company vehicle.

Competencies/Skills

• Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.
• A sound background in mathematics is important, as is the ability to read mechanical/electrical/civil drawings.
• Well-balanced interpersonal skills and demonstrable verbal and written communication skills.
• Ability to supervise a diverse workforce.
• Must be accountable and take direction from supervisors, keep required work schedules, focus attention on details, and follow work policies and procedures.
• Organizational skills and the ability to prioritize tasks are essential.
• Must be able to plan and organize often conflicting tasks to accomplish company goals.

• Must live within 1 hour/50 miles of facility.

Pay Range

USD $135,000.00 - USD $205,000.00 /Yr.
