Job description

JobObjective:TheEmergency AssistanceandPathway of HopeCoordinatorconsults with andsupportsthe Emergency Assistance and PathwayofHopestaff andservices offered at each of the eight KCAC corps.Thisposition supportsthe overall efforts of the KCACspecific toEmergency Assistance and Pathway of Hopeand collaborates with the Divisional Pathway of Hope Manager andSouth CentralArea Command Coordinator asappropriate ondivisionalinitiatives.

Essential Functions:Provide support, and caseworkconsultationasneededtothe KCAC corps' emergencyassistanceand Pathway of Hope programs.

  • Provideongoing consultationandsupport forallemergencyassistanceand Pathway of Hope implementation for allmetro corps
  • Provide direct case consultation and technicalassistancetocase managers, caseworkers and interns asrequested
  • Provide guidanceonpolicy and proceduresto corps staff and officers
  • Plan,coordinateandfacilitatemonthlycase manager/caseworkermeetings
  • Meetwith Corps staff and officers monthly to offer support and informationregardingcommunity linkages, programmatic requirements including intake processes, intervention strategies and collection of data needed to meetprogram reportingrequirements
  • Assistinrecruiting,interviewing,and training of new employees directly involved in EmergencyAssistance and Pathway of Hope
  • Providecasework orientation and training for newcase managers/caseworkers or interns
  • Attendinter-agency meetings andparticipatein local networks,asappropriate withlocal staff

Program Implementation:

  • Ensurethequality of POH planning and implementation by participation with POH planning and program development at sites
  • Ensureconsistent communication byparticipatingin weekly,biweeklyor monthly conference calls with the Pathway of HopeDivisionalManager, Corpscase managers/case workers, officers andMetro Kansas City SocialMinistriesDirectorand Kansas City Area Command Social Ministries Director.
  • Ensure consistent internal communication and understanding of program by sharing electronic and hard copies of updated information withmetro caseworkers/case managers
  • Ensure thequality of local data and reporting of informationfor emergencyassistanceand Pathway of Hope is completedtimelyand readily available for funders

Coordinate Financial Assistance in the Metro Area:

  • Review monthly unmet need reports and make recommendations for funding based on gaps in community resources and services
  • Submit a monthly activity report for emergencyassistanceprovided
  • Coordinate trainingappropriate forcasework staffbased on best practices
  • Disseminate relevant resources and information to emergencyassistancestaff
  • Handle complaints from persons deniedassistance
  • Managevarious grants ensuring compliance with established guidelines
  • Research,identify, and recommend new funding streamsappropriate foremergencyassistance,assistingwith grant writing efforts as needed
  • Review allemergencyassistancegrant applications and agreements for accuracy and completeness prior to beingsubmittedfor approval

Emergency AssistancePathway of Hope Evaluation and Outcomes Measurements:

  • Ensurethe accuracyof data entry into the Management Information System
  • Report anyEA/POH implementation challenges and workto the KCACSocial Ministries Director. Collaborate withDivisionalPOH Manageronterritorial plans andneeds
  • Serveoncommittees related to case management, emergencyassistanceand building sufficiency, as requested orappointed.

Education and Training:

  • Conducttraining sessionson any funding that becomes available ensuringassistanceis documented in theappropriate informationmanagementsystem
  • Plan,conduct and/orparticipatein POH workshops and other training events at the territorial, divisional or local level, as requested and/orassigned
  • Provide a list of allPOH trainedpersons to the Divisional Pathwayof HopeManager for input into thepersonnel database

Referrals to Corps for Pastoral Care:

  • Inform applicants of pastoral care opportunities and otherprogramsavailable through the corps. Make referrals to the corps officer as requested

Program Evaluation andCertification:

  • Completerandomquarterly record reviews and annual reviewsforcompliance with standardsin order toassure for program evaluation/certification requirements
  • Conduct BasicSocial Service Reviews withDivisional Social Services staff as requested
  • Prevent errors that may be serious including financial losses, delays in processing,impactedservices, and waste of material that couldimpactthe credibility of The Salvation Army

Community Relations/ContactWithOthers:

  • Represent and support The Salvation Army's purpose,philosophyand mission
  • Represent The Salvation Army in community and statewide economic stability coalitions
  • Maintain regular contact with employees, clients, volunteers, and other departmentsfurnishingor obtaining information or reports, discussing controversial subjects and/or supervisory matters requiring tact to avoid conflict and obtain cooperation
  • Be available to speak to community groups and/or media as requested

Miscellaneous Duties:

  • Provide SafeFromHarm training
  • Maintain security of confidential dataregardingclients served, personnel records, wage,and salary rates which ifdisclosedmight have significant internal or minor external effects
  • Be guided by, model,andmaintaincompliance at all times with The Salvation Army Social Services Code of Ethics

Minimum Qualifications:

Education:Bachelor'sdegree in human service area

Experience:Minimum of two years of experience in the supervision of comparable social service programs that offer multi-faceted casework interventions designed to address the needs of familiesutilizingastrength-basedapproach

  • Must exercise sound judgment in the analysis of facts and circumstances surrounding individual problems and in the determination of actions to be taken within the limits of standard or accepted practice

  • Must be adaptable in culturally diverse environments,exhibitrespect for cultural differences and be comfortable working with vulnerable populations

SupervisoryResponsibility: This position doesnothavesupervisory responsibilities

Physical Requirements:Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or occasional basis.Grasp, push, pull objects, such as reference materials, files, file cabinet drawers, and reach overhead.Operate telephone and electronic communication devices.Operate other office equipment including personalcomputer,copier, faxmachine, and scanning equipment.Able tolift upto 25 lbs. occasionally and speak and understand English in a manner that is sufficient for effective communication.Reasonable accommodation may be made to enable individuals to perform the essential functions of this job.

Travel:Must be able to travel via car or airplane up to 20% of the time with periodic overnight travel within theMetro area,Division or Territory including conferences.

Driving:Mustpossessa valid driver's license from the state of residence.Must be approved andmaintainapproval through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.

Working Conditions:Work is other than routine with frequent interruptions and changing priorities.Deadlines are a regular part of the job.Undergeneral supervisionproceedsalone on regular duties, referring questionable cases to supervisors or others. Will regularlyengage with others in the community to form collaborative alliances, influence, motivate, manage change, and address barriers.This position mayrequire some weekend and evening work.
