Job description

Job Summary:
The Illinois Department of Innovation & Technology (DoIT) is seeking a GenTax Computer Programming Analyst to lead complex application development efforts and provide user support. This role involves analyzing service request changes, coordinating major projects, and supporting maintenance activities within the GenTax Integrated Tax System.
Responsibilities:
• Under administrative direction, serves as a GenTax Computer Programming Analyst for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR) complex professional and advisory functions in Application Services
• Serves as liaison with user community for changes and enhancements to the Tax Platform Section in the GenTax Integrated Tax System.
• Serves as a technical project lead for full-range major/complex projects including large hardware/software deployments and installations.
• Serves as a primary support for scheduled and remedial maintenance to the assigned applications.
• Analyzes and recommends new procedures and techniques to improve the supported application systems.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Qualifications:
Required:
• Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
• Requires three (3) years of professional experience in Application Services or a related Information Services field.
• Requires the ability to verify identity.
• Requires employment authorization to accept permanent full-time position with the State of Illinois.
• Requires the ability to pass tax compliance and position specific, agency required background check.
• Requires self-disclosure of criminal history.
• Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices.
• Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties.
• Requires the ability to lift and carry objects or equipment weighing up to 10 pounds.
Preferred:
• Three (3) years of professional experience configuring, enhancing, and supporting the GenTax Integrated Tax System or similar tax processing system.
• Three (3) years of professional experience using GenTax tools or comparable tax administration tools, Microsoft SQL, C#, VB.NET, and application programming, to design, code, test, and implement complex systems changes within a large integrated tax environment.
• Three (3) years of professional experience working with Revenue Accounting and Transactions portions of the GenTax System or comparable tax system, demonstrating deep knowledge of the system’s functional complexity and interdependencies.
• Three (3) years of professional experience applying Object Oriented Application Design methodologies, including designing system components, database structures, workflows, and reusable code modules for large scale applications.
• Three (3) years of professional experience conducting complex technical research, feasibility analysis, and long range system planning, including translating user needs into actionable system requirements and recommending enhancements to improve system performance and efficiency.
• Three (3) years of professional experience serving as a technical lead or project leader on major or complex IT initiatives, including coordinating tasks, providing technical direction, ensuring quality assurance, and delivering project outcomes within established timelines.
• Three (3) years of professional experience performing advanced system testing, including developing test plans and test scripts, executing integrated testing, verifying logic paths, evaluating results, and safeguarding system integrity through adopted methodologies and standards.
• Extensive knowledge of information technology concepts, principles, methodologies, and development practices, including system analysis, application design, database management, and secure coding standards applicable to tax systems.
• Ability to deliver clear, concise, and technically accurate verbal and written communication, including documentation of system requirements, technical specifications, testing plans, system procedures, and user guidance.
• Ability to mentor technical staff and provide expert guidance on system functionality and modifications.
