Job Description:

General Summary

The Construction Field Representative/Field Engineer monitors and documents work in progress on site for facility projects during construction, commissioning, final acceptance, and post-construction phases. This role verifies that work is executed in accordance with approved plans, specifications, applicable codes, and the project schedule. The representative supports quality assurance and quality control (QA/QC) efforts across all construction stages, including development of quality systems, field inspections, nonconforming work resolution, and closeout activities.

Essential Job Functions

Quality System and Planning

  • Develop and maintain a comprehensive Quality Control Program (QCP) manual, subject to Owner review, and submit it within 30 days of Notice to Proceed.
  • Develop Total Quality Management (TQM) plans and Inspection and Test Plans (ITPs) in compliance with client contracts and Engineer of Record (EOR) specifications.
  • Collaborate with the General Contractor within 30 days of starting work to establish Key Performance Indicators (KPIs).

Field Inspections and Verification

  • Perform field quality control, inspections, and special inspections to verify compliance with contract documents, governing codes, and the Statement of Special Inspections.
  • Serve as a liaison between the contractor, architect, and engineers.
  • Provide field checks and/or investigations as requested by the office team.
  • Gather site and facility photos during and upon completion of the project.
  • Note: This role is one of verification only. The representative does not have authority to review and accept work on behalf of the Owner or EOR.

Meetings and Coordination

  • Participate in preconstruction and pre-installation conferences.
  • Attend daily huddles, weekly team meetings, and construction meetings on behalf of the A/E team.

Documentation and Reporting

  • Manage Non-Conformance Report (NCR) logs, observation logs, and EOR review records for corrective actions.
  • Review daily logs for quality issues and maintain plans, schedules, certified reports, and all project records.
  • Review, comment on, and provide input on construction documents, shop submittals, and Request for Information (RFI) forms.

Nonconforming Work and Punch Lists

  • Identify defective or nonconforming work, recommend corrective actions, and coordinate with subcontractors to resolve issues promptly.
  • Oversee retesting and reinspections as needed, and work with the Project Manager to execute back-charges when subcontractors fail to correct work.
  • Develop and track the completion of all punch list items.

Commissioning and Mockup Support

  • Support commissioning efforts following Level 3 completion and work toward obtaining full Level 3 commissioning sign-off.
  • Provide preconstruction and off-site mockup support, verifying that all mockups meet required size, quality, and specifications.

Sustainability

  • Take ownership of LEED certification information and checklists during construction for submittal to the EOR.

Project Closeout

  • Support the collection of subcontractor warranties and as-built documentation.
  • Invoice services monthly for completed work, referencing the applicable project/job number.

Other

  • Perform other duties as assigned.

Employment Qualifications

Education

  • Bachelor's Degree in Architecture or Engineering preferred, or equivalent related work experience.
  • Professional Registration preferred.

Experience

  • Minimum of 5 years of experience in construction and the administration of construction contracts.
  • ADA training preferred.
  • Safety training preferred.

Certifications

  • LEED Accreditation required (at least one key personnel on the project team must hold LEED AP credentials).

Independence

  • Must operate as a qualified, independent representative; not affiliated with or employed by the contractor or subcontractors performing the work.

Skills/Competencies

  • Proficiency in Microsoft Word, Microsoft Excel, Microsoft Schedule, AutoCAD, and Revit preferred.
  • Excellent written and verbal communication skills.
