MANTECH seeks a career and customer-oriented State and Local Agreement Coordinator to join our team in Alexandria, VA, Philadelphia, PA, or Chandler, AZ. This is a hybrid position with 3 days onsite and 2 days remote per week.
In this highly strategic role, you will bridge the gap between complex engineering requirements and inter-agency governance, ensuring that tactical communication systems used across state and local partnerships are secure, compliant, and legally formalized.
Responsibilities include but are not limited to:
  • System Identification: Partner closely with current TACCOM and operational staff to comprehensively audit and identify all state and local systems currently being utilized
  • Stakeholder Engagement: Locate and connect with critical agency Points of Contact (POCs) across various jurisdictions to gather operational and technical data
  • Technical Documentation: Author detailed document collections for each system, thoroughly mapping out requirements, system security configurations, security compliance standards, and existing radio programming processes
  • Strategic Evaluation: Support the evaluation of ongoing regional agreements, assessing the viability of continuing partnerships based on political climate and state/local approval metrics
  • Governance Frameworks: Establish formal Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) frameworks with outside entities to support approved strategic partnerships
  • Policy Development: Establish strict program usage policies for operating on state and local communication systems, and draft corresponding technical processes and standard operating procedures

Minimum Qualifications:
  • Bachelor's degree AND 5+ years of relevant experience, OR Master's and 3+ years of experience, OR Associate and 7+ years of experience, OR High School diploma/GED and 9+ years of experience
  • Tactical LMR Frameworks & Programming Familiarity: 3+ years of experience working directly within a public safety Land Mobile Radio (LMR) environment, possessing a foundational understanding of radio programming workflows, talkgroup structures, and the operational constraints of state/local communication infrastructure
  • Inter-Agency Interoperability Governance: Demonstrated experience establishing formal Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) frameworks between federal government agencies and state/local public safety entities (e.g., Police, Fire, Sheriff, State OEM)
  • Standards & Compliance Alignment: Proven understanding of national interoperability guidelines, specifically the SAFECOM Interoperability Continuum (Governance and Standard Operating Procedures lanes) and the National Interoperability Field Operations Guide (NIFOG) frequency usage policies
  • Policy & Technical Audit Writing: Demonstrated success auditing shared external networks and drafting highly specialized technical policies, standard operating procedures (SOPs), system security requirement assessments, and strict usage compliance guidelines for multi-jurisdictional radio operations
  • Political Climate & Risk Assessment: Proven experience serving as a liaison or mediator who can evaluate inter-agency partnerships and political dynamics to determine risk factors associated with continuing or modifying multi-agency network sharing agreements

Preferred Qualifications:
  • Policy & Risk Analysis: Strong background in technical policy writing and evaluating the operational risks of connecting to shared state/local radio systems.

Clearance Requirements:
  • U.S. citizen with the ability to obtain and maintain agency suitability prior to starting this position
  • Position may require the ability to obtain and maintain a Secret clearance

Physical Requirements:
  • The person in this position must be able to remain in a stationary position 50% of the time
  • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers via email, phone, and/or virtual communication, which may involve delivering presentations
