**This position is contingent upon contract award**

SOSi is seeking a Procurement Analyst to support mission requirements for a structured approach to further develop, integrate, and sustain a scalable, federated data ecosystem that enhances interoperability, governance, and mission-driven analytics for a DoD customer. The primary objective of the program is to bridge the operational gaps between DoD, IC, interagency, and non-traditional international partners to enable real-time information sharing, dynamic data integration, and mission-tailored analytical capabilities.

Essential Job Duties:

  • Track expenditures, manage procurement cycles, and ensure compliance with DoD acquisition regulations, including DFARS and FAR.
  • Perform market research to identify cost-effective procurement strategies and recommend optimizations for supply chain efficiency.
  • Submit the Procurement Compliance & Cost Efficiency Review, analyzing expenditure trends, contract execution, and budget adherence.
  • Administer chargeback arrangements-subject to approval by the Government PM and COR-either within this Work Order or through the provisioning Work Order, based on the designated funding strategy and contract alignment.
  • Document all chargeback activities in the centralized license and services ledger to support program-wide visibility and audit readiness.
  • Coordinate with all active Work Orders to track, validate, and consolidate software and service license requirements across the program; including but not limited to licenses for GIS tools, data catalogs, CI/CD platforms, and dashboard/reporting tools.
  • Support budgeting, documentation, and usage monitoring for all chargeback arrangements.
Qualifications

Minimum Qualifications:

  • Bachelor's degree in Finance, Business Administration, or a related field, or;
    • Four (4) years of equivalent experience in procurement analysis.
  • Knowledge and capability to track expenditures, manage procurement cycles, and ensure contract compliance with DoD acquisition policies.
  • Proficient in data analysis, cost forecasting, and procurement workflow optimization.
  • Strong attention to detail and record-keeping skills are required.
  • Demonstrated expertise in the DFARS and FAR processes for procurement, managing purchase orders, tracking procurement performance metrics, and ensuring budget alignment with operational requirements.
  • Experience with acquisition software, federal procurement databases, and financial tracking tools to support compliance with DoD acquisition regulations.
  • Experience in cost estimation, contract analysis, and procurement audits is required.

Desired Qualifications:

  • Certified Professional Contracts Manager (CPCM) certification.
  • DoD Financial Management Certification.
