POSITION SUMMARY

The Manager, International Trade Compliance will serve as the strategic trade compliance leader for Oceaneering's Aerospace & Defense Technologies (AdTech) business. This role is responsible for establishing and overseeing a scalable trade compliance program that enables business growth while ensuring compliance with U.S. and applicable international export control, sanctions, and import regulations.

The ideal candidate will bring substantial experience in aerospace, defense, or government contracting environments, with deep expertise in export classification, licensing, technology controls, and compliance program development. This individual will partner closely with engineering, program management, contracts, supply chain, business development, legal, security, and executive leadership to embed trade compliance into product development, proposal activity, program execution, and long-term business strategy.

LOCATION 

  • Role provides the opportunity to work in a hybrid environment, working both virtually and in the Hanover, Maryland office when required. 

  • Ability to travel up to 10% travel is required.

REQUIRED

  • Bachelor's degree required.

  • Minimum 10 years of experience in export controls, international trade compliance, government contracting, or a related compliance function; 12-15 years preferred.

  • Experience supporting aerospace, defense, government contracting, classified, or national security programs.

  • Strong working knowledge of ITAR, EAR, OFAC sanctions, and U.S. import/export requirements.

  • Experience with export jurisdiction/classification, licensing, authorizations, Technology Control Plans, and controlled technical data.

  • Demonstrated success developing or enhancing trade compliance programs, governance, and internal controls.

  • Strong communication and stakeholder leadership skills, with the ability to influence technical, operational, and executive audiences.

  • Ability to obtain and maintain a DOD security clearance.

DESIRED

  • Active Secret or Top Secret security clearance.

  • Experience with classified programs, controlled government contracts, NISPOM, DFARS, FAR, CUI, or related defense/security obligations.

  • Experience with advanced aerospace, autonomous systems, robotics, communications, sensing technologies, defense electronics, or similar complex technologies.

  • Prior leadership experience or demonstrated success leading cross-functional compliance resources.

  • Experience supporting capture, bid, and proposal activities for international or defense-related opportunities.

  • Experience implementing trade compliance tools, automation, workflows, or compliance management systems.

  • Customs/import compliance experience.

  • Professional certifications such as Certified Export Specialist (CES), Certified Customs Specialist (CCS), or Licensed Customs Broker (LCB).

ESSENTIAL

  • Direct the execution and ongoing enhancement of Oceaneering's global trade compliance program, including governance, policies, procedures, internal controls, training, and reporting.

  • Serve as the senior subject matter expert on U.S. export controls and sanctions regulations, including ITAR, EAR, OFAC, and related import/export requirements.

  • Lead export jurisdiction, classification, licensing, authorizations, and Technology Control Plan activities for hardware, software, technology, technical data, and defense services.

  • Support aerospace, defense, government contracting, classified, and national security programs by identifying compliance risks and enabling compliant execution throughout the program lifecycle.

  • Partner with engineering, contracts, legal, security, supply chain, procurement, program management, and business development teams to integrate trade compliance requirements into business operations and decision-making.

  • Advise executive and functional leadership on regulatory developments, business impacts, and risk-informed compliance strategies.

  • Build and maintain effective relationships with customers, government agencies, auditors, and external counsel on trade compliance matters.

  • Develop and deliver compliance training, conduct risk assessments and audits, oversee investigations and corrective actions, and drive continuous program improvement.

  • Establish program metrics and reporting mechanisms to monitor compliance effectiveness and support management visibility.

  • Develop and scale a high-performing trade compliance organization that supports the company's growth objectives.
