Job description
• Responsible for elicitation, analysis, and documentation of business requirements.
• Research and exploration of user requirements, costs, and benefits in support of documentation required for the demand management process.
• Responsible for analyzing the business needs to identify new processes and process improvements that will meet those needs.
• Documents current business processes and models to define requirements and/or gaps.
• Analyze detailed system factors including input/output requirements, information and paper flow, hardware, and software needs.

QUALIFICATIONS AND REQUIREMENTS:
• Bachelor’s degree in computer science, Information Systems, Business, or another related field or equivalent work experience.
• Proven experience leading data migration requirements from legacy systems into a new ERP (Sage X3) environment
• Strong hands-on expertise in requirements elicitation, documentation, and management, with emphasis on data mapping, transformation rules, and validation
• Deep understanding of data structures, data quality, and migration best practices, with the ability to identify gaps and risks early
• Self-driven and accountable professional with strong stakeholder management and communication skills, able to drive outcomes with minimal oversight
• Working knowledge of Confluence and JIRA.
• Experience in any of the following business areas is desired: Sales operations, order entry, accounting, finance, procurement, warehouse operations, order management, and order fulfillment.
• Minimum of 3-5 years’ business analysis or systems analysis experience is preferred.
• Bonus: Sage X3 experience (ERP).

Scope:
Client is seeking a Business Analyst-Intermediate who is responsible for gathering program requirements to generate monitoring and tracking templates, developing policies and procedures, creating and maintaining recurring reports, and performing data analysis and visualization to inform decision making and investigations related to Managed Care oversight. This position translates, summarizes, and communicates data findings to Bureau and Agency leadership and works collaboratively with other Managed Care staff and internal stakeholders (e.g., IT and systems) as appropriate. The work also includes learning and remaining familiar with the MCO Contract, Report Companion Guide, provider manuals, and policies to ensure appropriate data exploration. The Data Analyst reports to the Director of Targeted Oversight in the Bureau of Managed Care.
Objectives to Be Fulfilled by Candidate:
- Conducts data analysis on program-specified projects using standard data exploration techniques including trend analysis and outlier identification. Ensures data quality through verification of outlying data points. Communicates logic model, data analysis steps, and results from data analysis to program staff and Bureau leadership to ensure understanding.
- Conducts data analysis on grievance and appeals data (for both members and providers), service authorization data, and disputes data sets using standard data exploration techniques including trend analysis and outlier identification. Ensures data quality through verification of outlying data points. Communicates logic model, data analysis steps, and results from data analysis to program staff and Bureau leadership to ensure understanding. Conducts analyses and produces reports for quarterly and annual data within two weeks of plan submission of data. Disseminates analyses to Bureau leadership within one month of plan submission of quarterly and annually submitted data.
- Develops and maintains policies and procedures for the management, verification, and maintenance of data associated with the performance of the Bureau of Managed Care and Managed Care contract.
- Conducts data analysis on contract monitoring data sets using standard data exploration techniques including trend analysis and outlier identification. Ensures data quality through verification of outlying data points. Communicates logic model, data analysis steps, and results from data analysis to program staff and Bureau leadership to ensure understanding.
- Leads or supports other projects proactively or as assigned by Office of agency leadership. Continuously engages in process improvement to support Agency, Division, and Office-wide strategies, objectives, and initiatives. Collaborate with other agency team members in research, development, implementation, and evaluation activities for services, projects, and agency initiatives as assigned. Performs other related duties as required.
- Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.
- Interacting with internal and external organizations (i.e. vendors, State and Federal government agencies, State providers, and other stakeholders).
