Summary

The SCIF Project Manager will lead the delivery of Sensitive Compartmented Information Facility (SCIF) and secure facility projects in compliance with ICD 705 standards. This role combines technical expertise in secure facility construction with Bognet’s collaborative “One Team” approach. You will oversee multiple secure interior projects (typically $1M–$20M) from preconstruction through closeout, ensuring compliance with federal security standards, while maintaining Bognet’s reputation for superior quality, safety, and client service.

Key Responsibilities

Project Management & Execution:

  • Manage SCIF and secure facility projects across Northern Virginia, DC, and Maryland, ensuring compliance with ICD 705, NISPOM, and UL2050 standards.
  • Oversee budgets, schedules, subcontractor performance, and quality from project kickoff through closeout.
  • Lead coordination of design documents, technical submittals, change orders, and RFIs—anticipating challenges before they arise.
  • Partner with site security officers and government stakeholders to meet inspection, accreditation, and compliance requirements.

Client & Stakeholder Engagement:

  • Serve as the trusted point of contact for government contractors, federal clients, consultants, and design partners on secure projects.
  • Build and maintain relationships with architects, brokers, and security consultants to strengthen Bognet’s Secure Environments delivery portfolio.
  • Lead and contribute to regular progress meetings, preparing detailed reports for internal and client stakeholders.

Team Leadership & Collaboration:

  • Collaborate with Bognet’s preconstruction, operations, and field teams to align secure project execution with company strategy.
  • Mentor APMs and project engineers, promoting a proactive, solutions-oriented culture.
  • Ensure subcontractors and partners understand and adhere to Secure Environments-specific requirements.

Compliance & Security:

  • Review and understand secure construction documentation (Construction Security Plans, Fixed Facility Checklists, etc.).
  • Coordinate technical reviews for TEMPEST, RF shielding, intrusion detection, and access control systems.
  • Enforce all safety and security protocols, including the use of PPE and secure facility access procedures.
Requirements:

Required Qualifications:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • 7+ years of experience as a Project Manager with a commercial GC, ideally focused on interiors, technical upgrades, or secure facilities.
  • Proven experience with SCIF, SAPF, or other ICD 705 secure facility projects.
  • Strong understanding of federal/DOD construction practices.
  • Proficiency with Microsoft Project, Procore, Bluebeam, and Excel.
  • Excellent communication, problem-solving, and leadership skills.

General Requirements:

  • Excellent written and verbal communication skills.
  • Must be able to manage multiple tasks and have excellent follow up skills both internally and externally.
  • Must be professional and polished in appearance and speech.
  • Ability to work the hours required to support the schedule of the project.
  • Must respond promptly to customer needs; Must meet commitments.

Preferred Qualifications:

  • Knowledge of TEMPEST, RF shielding, ICD 705, and IDS/ACS integration.
  • PMP or CCM certification.
  • Experience delivering projects for agencies such as WHS, DoD, or the Intelligence Community.
