Description Title: IT Specialist Position Number: 0097708T Hiring Unit: Information Technology Services/Academic Development and Technology Location: UH System Offices, Manoa Date Posted: July 13, 2026 Closing Date: July 24, 2026 Band: A Salary : salary schedules and placement information Full Time/Part Time: Full-time Month: 11-month Temporary/Permanent: Temporary Duties and Responsibilities (* denotes essential functions): *Under the direction of the Senior IT Specialist, performs the following: Develops and maintains code in a modern Integrated Development Environment; integrates, customizes, tests, and supports Java-based administrative software. Develop front-end user interfaces for new STAR web applications using Java/JavaScript/Material UI/React/Angular/CSS/HTML framework and maintain existing STAR software. Design and maintain RESTful APIs leveraging Amazon Web Services API Gateway and related cloud services, such as secure authentication and authorization using Cognito and modern authentication practices.

Serve as Front End web developer on UH STAR projects. Conceptualize and develop innovative and strategically sound web interface architecture, using JSP, JavaScript, AJAX, CSS and PHP. Manage code development workflows using GIT, CVS, SVN including branching, merging, and pull requests.

Manage web application stability through Tomcat interface manager GUI and configurations. Act as technical support for the STAR system software applications. Resolves technical issues; escalates more complex problems to higher level specialists when necessary.

Creates instructional shorts/videos using CapCut, DaVinci Resolve, Adobe After Effects and Photoshop. Creates prototypes of user interfaces. Analyzes and documents existing processes, procedures and data.

Designs and implements online forms, user interfaces, and technical interfaces among devices and software packages according to functional and technical specifications. Prepares specifications for ad-hoc requests. Gathers information on best practices, open-source software tools and commercial software to resolve technical issues.

Coordinates and performs testing of programs and applications throughout the entire development process, such as unit, integration, system, load and usability testing and ADA requirements are incorporated. Keeps current on rapid developments and emerging technologies by researching articles in trade journals, periodicals, technical manuals, newsletters, etc. and by attending classes, conferences, presentations, and self-directed study methods.

Monitors and provides feedback on the consistency of web design parameters in applications, style guides and visual standards to meet web standards for higher education. Processes and utilizes functional and technical feedback for departmental web applications in a timely manner, to ensure data is displayed accurately and software functions as intended. Assist in testing of Microsoft SQL Server including queries, stored procedures and triggers.

Create documentation to train AI chatbots. Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services. Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.

Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed. Other duties as assigned. Minimum Qualifications: Possession of a baccalaureate educational degree in Computer Science, Management Information Systems or related field and 1 year of progressively responsible professional information technology experience with responsibilities for software development; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Functional knowledge of software development demonstrated by knowledge, understanding and ability to apply principles, concepts, methodology and terminology. Functional knowledge and understanding of technology, systems, hardware and software associated with software development. Demonstrated ability to recognize problems, identify possible causes and resolve routine problems in the area of software development.

Ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

Experience and functional knowledge of higher education student registration software, as well as scheduling software development demonstrated by knowledge, understanding and ability to apply principles, concepts, methodology and terminology. Experience and functional knowledge and understanding of technology, systems, hardware and software associated with higher education student registration software and scheduling software development. Experience and functional knowledge in HTML, CSS, Javascript, Java, jQuery, JSP, XML, JSON AJAX, Material UI, React and Angular.

Experience and functional knowledge of version control tools CVS, SVN and GIT. Experience and functional knowledge in modern IDEs Experience and functional knowledge in Web Video production using DaVinci Resolve, CapCut, Adobe Creative Suite After Effects and/or Photoshop. Experience and functional knowledge in GUI design and Tomcat.

Experience and functional knowledge of open-source frameworks (Angular). Experience and functional knowledge of Microsoft SQL Server and MySQL. Experience and functional knowledge of usability concepts and disability requirements for web-based applications.

Demonstrated ability to speak, read, comprehend, interpret, and write fluently in English. Ability to maintain confidentiality under data governance frameworks. Demonstrated ability to learn and apply new programming languages independently and in a timely manner using books, manuals, and other resources.

Ability to work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed. Desirable Qualifications: Knowledge of FERPA and applicable student privacy practices and laws. Experience and functional knowledge of STAR software development.
