Job Description

AECOM is seeking a Program Controls Reporting Manager to be based in our Baltimore, MD office to lead enterprise-level program controls reporting and dashboard delivery to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.

AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.  The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.

The ideal candidate will be a professional who can drive the development and execution of reporting strategies, oversee program and executive-level performance reporting, and ensure coordination across Program Controls and Financial functions to deliver accurate, timely, and actionable insights. The Reporting Manager will lead translating cost, schedule, risk, change, and performance data into clear visualizations and decision-ready reporting products that enhance leadership oversight, governance, and proactive program management. Experience in federal reporting standards, compliance requirements, and performance frameworks is highly valued and considered a strong advantage.

The responsibilities of the Reporting Manager include the following:

Reporting Strategy and Governance

  • Develop and maintain program-wide reporting policies, procedures, templates, and tools aligned with cost, schedule, and scope controls.
  • Establish standardized reporting workflows and governance frameworks to ensure consistent and transparent performance communication.
  • Manage the program reporting calendar, milestone deadlines, and recurring deliverable requirements.

Program and Executive-Level Reporting

  • Lead the preparation and delivery of monthly, quarterly, and annual program performance reports.
  • Integrate progress, cost, cash flow, earned value, risk, and forecast data into consolidated reporting products.
  • Support executive and board-level reports highlighting key performance indicators, emerging risks, and management actions.
  • Ensure compliance with internal and federal reporting expectations where applicable.

Dashboard Development and Automation

  • Identify and implement opportunities to automate reporting through tools such as Power BI and enterprise data environments.
  • Design and maintain interactive, role-based dashboards that provide real-time visibility into performance drivers and constraints.
  • Ensure all reporting outputs are accurate, consistent, and aligned with stakeholder decision-making needs.

Data Integration and Quality Assurance

  • Collaborate with project teams and functional leads to collect, validate, and reconcile cost, schedule, and risk data.
  • Maintain traceability between source systems and published reports to support transparency and audit readiness.
  • Drive continuous improvement in reporting processes, data visualization standards, and analytical capabilities.

Cross-Functional Coordination

  • Act as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives.
  • Support communication and follow-up with functional teams to meet reporting requirements and timelines.
  • Provide analytical and administrative support to the Program Reporting Unit as needed.
Qualifications

Minimum:

  • Bachelor’s degree and 8 years of related experience or demonstrated equivalency of experience and/or education.

Preferred requirements

  • Bachelor’s degree in business, engineering, finance, project management, or related discipline.
  • PMP certification or relevant project controls/reporting credentials preferred.
  • Proficiency in Power BI, Primavera P6, TILOS, Visio, and the Microsoft Office Suite.
  • Experience with desktop publishing and professional graphics software.
  • Strong experience background in scheduling, project controls, reporting, and data analytics.
  • Knowledge of federal reporting standards, compliance frameworks, and large-scale capital program requirements is a strong plus.
  • Knowledge of public-sector reporting standards and infrastructure delivery programs (transportation, rail, roadway, etc.).
  • Excellent communication, organization, and time management skills, with the ability to deliver under pressure.
  • Experience on Amtrak or other public transit agency projects is preferable.

  • Adherence to BPTR program policies is mandatory.
  • On-site presence at the program office in Baltimore, MD is required.
  • Relocation is not an option for this position
