Job description

Position SummaryBLH Technologies is seeking an experienced Senior Program Integrity & Compliance Manager to support a federal client within the U.S. Department of Health and Human Services. This leadership role provides the opportunity to strengthen the integrity and accountability of federally funded human services programs through compliance reviews, monitoring, technical assistance, and strategic advisory services.The successful candidate will work directly with senior federal officials while leading multidisciplinary teams responsible for evaluating program performance, fiscal stewardship, and regulatory compliance.Work You'll Do· Lead compliance review engagements supporting federal human services programs in remaining compliant with relevant statutes, regulations, contracts, and policies.· Manage multidisciplinary teams conducting fiscal, administrative, and programmatic assessments.· Advise federal leadership on compliance risks, findings, and corrective action strategies.· Evaluate internal controls, financial management practices, procurement, and grant compliance.· Develop monitoring methodologies, review tools, and quality assurance processes.· Prepare executive briefings, technical reports, and recommendations.· Identify opportunities to improve program integrity and operational performance through review findings and noteworthy practices.· Monitor the quality and effectiveness of compliance review processes, evaluate outcomes against established objectives, and refine review methodologies if needed to improve performance and ensure review goals are achieved.· Build strong client relationships while ensuring successful contract execution.· Perform other duties as assigned to support contract objectives.QualificationsRequired· Master's degree in Public Administration, Public Policy, Public Health, Accounting, Finance, Business Administration, Human Services, Social Work, or a related discipline.· Doctoral degree (Ph.D., Ed.D., DrPH, or equivalent) preferred.· Minimum 10 years of experience in compliance monitoring, auditing, grants management, program integrity, or related oversight activities.· Experience leading multidisciplinary teams and managing complex projects.· Strong knowledge of federal grants management, internal controls, and regulatory compliance.· Ability to obtain a Public Trust clearance.· Ability to travel up to 35%.Preferred· Experience supporting HHS, ACF, OFA, or other federal civilian agencies.· Experience with TANF or comparable human services programs.· CPA, CIA, CFE, CGAP, PMP, or similar professional certification.Why BLH Technologies?At BLH Technologies, you'll have the opportunity to work alongside experienced professionals supporting mission-critical federal initiatives that improve lives across the nation.
