Senior IT Project Manager (Medicaid Enterprise Systems) Overview / Summary

The Med-QUEST Division (MQD) leads statewide efforts to provide medical assistance to low-income Hawaii residents and maintains Medicaid enterprise systems and related technology solutions that support program administration, operational efficiency, and service delivery.

The Senior IT Project Manager is responsible for leading and delivering complex technology and business projects across the Medicaid enterprise. This role manages the full project lifecycle from planning and design through implementation, stabilization, and closeout. The position serves as a key coordination point among business units, IT teams, leadership, consultants, contractors, and third-party partners to ensure successful project delivery aligned with organizational objectives.

Key Responsibilities Project Leadership & Delivery
  • Own the full lifecycle of project delivery from planning through implementation and closeout.
  • Lead large project teams and oversee subprojects managed by other team members.
  • Ensure alignment of project activities with organizational strategy and objectives.
  • Facilitate cross-department collaboration and resolve issues requiring multi-team coordination.
  • Work with project managers, consultants, contractors, and assigned project staff to resolve planning and implementation challenges.
Planning, Tracking & Reporting
  • Develop and manage integrated project plans, schedules, risk logs, issue logs, cost reports, and status reports.
  • Track progress against project milestones and adjust plans as needed to support on-time delivery.
  • Prepare and deliver executive-level presentations and briefings.
Risk, Issue & Change Management
  • Identify, analyze, and mitigate project risks and escalate issues as appropriate.
  • Exercise sound judgment within established procedures and policies.
  • Evaluate and implement recommended process or scope changes.
Stakeholder & Vendor Engagement
  • Serve as the primary interface with internal stakeholders, leadership, and third-party vendors.
  • Ensure clear and consistent communication throughout all project phases.
  • Confirm that business requirements are met by delivered IT or operational solutions.
Quality, Process Improvement & Analysis
  • Review and document business processes and implement process improvements.
  • Develop metrics to monitor operational workflows and identify improvement opportunities.
  • Evaluate deliverable quality to ensure compliance with organizational and project standards.
Required Qualifications Education
  • Bachelor s degree from an accredited college or university.
Experience
  • 6 10 years of project management experience, ideally in IT environments.
  • Demonstrated experience managing large cross-functional and multi-workstream projects.
  • Experience in cost analysis, business process review, and organizational workflow evaluation.
  • Experience coordinating business and technical stakeholders.
  • Experience using Smartsheet or similar project management tools.
  • Experience evaluating team output, incorporating customer feedback, or utilizing inspection processes.
Knowledge
  • Project management methodologies and tools.
  • Principles of cross-functional team coordination.
  • IT project environments and multi-workstream project structures.
  • Business process review, cost analysis, and workflow evaluation.
