About the Position:
Totally Joined for Achieving Collaborative Techniques (TJFACT) is seeking a highly capable Program Manager (PM) to join our corporate team in support of multiple Department of State (DOS) programs, including a primary Information Technology (IT) services contract.
This role offers the opportunity to lead three (3) active programs simultaneously, overseeing CONUS and OCONUS operations and managing a geographically dispersed workforce of 75+ personnel. The PM will play a critical role in driving program success, maintaining strong client relationships, and ensuring high-quality service delivery across a dynamic, global environment. The ideal candidate is a hands-on leader who thrives in a fast-paced federal contracting environment and brings experience managing large-scale, multi-location programs, particularly within IT service delivery.
Duties and Responsibilities:
  • Serve as the primary point of contact (POC) for Government stakeholders across multiple DOS programs.
  • Lead day-to-day execution of three (3) concurrent contracts, ensuring alignment across scope, staffing, and performance.
  • Oversee CONUS and OCONUS operations, ensuring seamless coordination across locations, teams, and time zones.
  • Manage and develop a 75+ person workforce, including subcontractors, fostering a culture of accountability, performance, and collaboration.
  • Drive program performance across cost, schedule, quality, and customer satisfaction metrics.
  • Lead preparation and delivery of monthly/quarterly program reporting, including status reports, performance metrics, and Program Management Reviews.
  • Identify risks and proactively implement mitigation strategies and process improvements.
  • Partner with corporate leadership, support teams, and external stakeholders to ensure successful program execution.
  • Resolve complex operational and personnel challenges with a proactive, solutions-oriented approach.
  • Support business development efforts, including transition planning, staffing strategies, and proposal inputs.
  • Maintain organized and accurate program documentation, reporting records, and key project information.
  • Ensure adherence to company policies, customer expectations, and applicable federal guidelines.
  • Perform additional duties as needed to support program and organizational objectives.

Required Qualifications:
  • Bachelor's degree in Business Administration, Program Management, Information Technology, or related field.
  • Minimum five (5+) years of program management experience, including oversight of federal government contracts.
  • Minimum three (3+) years managing Government programs with geographically dispersed teams.
  • Demonstrated experience managing large teams (75+ personnel) across CONUS and OCONUS locations.
  • Prior experience supporting Department of State (DOS) programs (required).
  • Proven experience managing international and/or OCONUS operations (required).
  • Direct experience managing IT service contracts or IT-related programs (required).
  • Experience overseeing multiple programs/contracts simultaneously.
  • Experience operating within a prime/subcontractor environment, including coordination across partners and vendors.
  • Strong leadership experience, including coaching, performance management, and conflict resolution.
  • Excellent communication, presentation, and stakeholder engagement skills.
  • Proven ability to manage competing priorities in a fast-paced, dynamic environment.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Project Management Professional (PMP) certification required.
  • Must be able to read, write, and speak fluent English.

  • Familiarity with federal IT service environments, frameworks, or delivery models.
  • Active or prior security clearance (or ability to obtain, if required).
