Job description
Road & Bridge Inspector
Teller County's Public Works Department is seeking a Road & Bridge Inspector to review, approve, and issue permits for work performed in the roads or rights-of-way under the jurisdiction of Teller County and inspects that work; provide relevant regulation and policy information to contractors and the public. May fill in or work with traffic technician(s) as needed.
What You'll Do:
1. Perform technical reviews of plans, specifications and permit applications for proposed facilities and accesses within roads and rights-of-way under the jurisdiction of Teller County; attend pre-construction conferences as County representative when necessary.
2. Review, approve and issue permits and compute appropriate fees. Coordinate projects and inspection activities with contractors, public utilities, governmental agencies, and other County departments.
3. Perform field inspections before, during and after construction to ensure compliance with County regulations and specifications and ensure proper traffic control and public safety around construction sites located in roads or rights-of-way under the jurisdiction of Teller County.
4. Review and evaluate required material test data; identify areas of non-compliance with construction criteria; approve changes to plans; develop and recommended remedial actions based on findings.
5. Consult with and provide assistance, advice and interpretation to the public, contractors, and utility agencies regarding County regulations and specifications and concerns, as well as proper construction techniques.
6. Act as code enforcement for the department to investigate and recommend action for public complaints and other issues on roads or rights-of-way or within public drainage ways under the jurisdiction of Teller County.
7. Maintain accurate records pertaining to permits and inspections. Provide inspection information and reports to various organizations.
8. Assist in preparing updates and revisions of County regulations, criteria, policies, and specifications.
9. Assist in compiling information for right-of way, widths, lengths, and traffic services. (This may include various traffic duties, i.e. sign installations, repairs, traffic counts and etc.)
10. Assist Right-of Way Supervisor with review and implementation of engineering testing, reports, and coordination of utility relocation in road construction.
11. Conduct historical research via computer, and in person at Clerk and Recorder's Office.
12. Perform similar duties as assigned.
What You'll Bring:
Experience/Education:
- High school diploma or equivalent;
- Minimum of three (3) years of related experience;
- One (1) year of supervisory experience;
- Any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.
You Also Have:
Knowledge of: Principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction; and understanding of road construction, maintenance and repair operations; appropriate State and Federal laws and regulations relating to road construction; practical understanding of dirt work such as road cut and access inspection, hard surface and gravel maintenance and repair.
Skilled in: Use of basic computer software programs; operating grader, backhoe and loader; correctly performing dirt work, such as installing an access and installing culverts; understanding and applying pertinent laws, rules, regulations and policies; using tact, discretion, initiative and independent judgment within established guidelines; maintaining confidentiality; organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction and supervision; applying logical thinking to solve problems or accomplish tasks; understanding, interpreting and communicating complicated policies, procedures and protocols; working in a deadline driven environment; initiating and responding to medium volume of daily calls/contact; interacting with all levels of internal and external professionals while developing strong productive relationships; organization and time management.
Ability to: Communicate effectively in writing and verbally; establish and maintain effective and professional working relationships with co-workers, other county departments, representatives of other agencies and organizations, and the public; read and interpret plans and specifications of proposed facilities; organize, file, record and maintain accurate records; be a self-starter; successfully accomplish multiple tasks simultaneously while working independently or within a team environment; work with minimal supervision; deal with a variety of people, cultures, problems and circumstances; analyze and resolve problems involving several variables; understand and carry out written and oral instructions, giving close attention to detail and accuracy.
Additional Details About the Role:
Visual Acuity/Hearing/Speaking: Must be able to write and read; able to hear, see and speak.
Physical Effort/Dexterity: This position works in an office setting performing daily routine computer usage; this position also frequently works in the field requiring good physical condition; physical exertion including using shovel and hand tools, and the normal range of motion and dexterity; ability to sit (sometimes for extended periods of time), stand (sometimes for extended periods of time), stoop, kneel, crouch, bend, crawl or climb; ability to lift, carry, pull or drag up to 80 lbs. for short periods of time. Requires the ability to drive a vehicle.
Environmental Factors: Work is performed in an office setting but also requires exposure to adverse conditions; such conditions include dirt, noise, rain, snow, and extremes of temperatures; local travel is required.
Work Schedule/Characteristics: 40 hours per week, extended overtime when required and the ability to respond to emergency situations on a 24-hour basis.
License/Certification Requirements: Possession of and ability to maintain a valid Colorado driver's license. Must possess Certification as Worksite Traffic Control Supervisor in the State of Colorado or attend TCS training program within 18 months of employment. Must possess Flagger Certification in the State of Colorado or be able to obtain Certification within 6-month introductory period.
Compensation and Benefits:
Salary range: $31.54 - $33.12
FLSA Status: Non-Exempt, Hourly
