QUALIFICATIONS FOR A MANAGER OF GIS
Education: Bachelor's degree in Geographic Information Systems or a related field. Each additional year of experience may substitute for one year of education.
Experience: Minimum of five years' experience working with computer systems, or an approved related field with an emphasis in graphic mapping and/or information technology systems.
Knowledge: Must have a working knowledge of computer operating systems and software programs utilized at the Delaware Electric Cooperative.
Other job requirements will include but are not limited to:
Manager of GIS manages Geospatial Technicians and mapping related vendor relationships using an internal customer service-oriented management style and by staying abreast of new and emerging technologies. Ensures the GIS accurately and reasonably reflects the condition of the Cooperative electric system in a timely manner.
Maintain and control information and data for periodic reports necessary for the efficient operation of the Cooperative as required.
Analyzes information to determine, recommend, layout and implement engineering applications and peripheral equipment, or modifications to existing equipment and systems that will provide for the most efficient operation and effective use.
Assist the Vice President of Engineering to develop and recommend appropriate budgets for the on-going operation and maintenance of the GIS and related systems as well as the capital requirements necessary to meet the Cooperatives information goals. Monitor approved budget to ensure expenditures are within acceptable allowances.
Enters data into computer to store, retrieve, and manipulate data for analysis of system capabilities and requirements. Monitors' functioning of equipment to ensure system operates in conformance with specifications.
Confers with personnel to analyze current operational procedures, identify problems, and learn specific input and output requirements, how data is to be summarized, and reports formatted. Consults with the Vice President of Engineering to clarify program intent, identify problems, suggest changes, and determine extent of programming and coding required. Revises existing programs to increase operating efficiency of new requirements.
Reviews computer system capabilities, workflow, and scheduling limitations to insure the software is appropriate within existing system.
