POSITION DESCRIPTION:
Serve as the Civil Engineer for the Construction and Facilities Management Office (CFMO). Reviews and marks up plans civil plans submitted by contracted A/E firms. Develops detailed blueprints and specifications using CAD software, ensuring designs account for structural integrity and environmental impact. Conducts site assessments, feasibility studies, soil testing, and analyzes surveys to determine the suitability of a location for a specific project. Conducts E boards as required for civil engineering design projects. Assists Quality Assurance Branch with technical design and construction questions regarding civil plans. Develops civil drawings for 35% MILCON design sets. Develops and designs civil drawings for SRM projects of limited scope. Develops and refines construction specifications documents for civil, site prep, and ground work. Reviews cost estimates for accuracy and feasibility as related to civil work. Develops Independent Government Estimates for Civil Engineer selection boards. Assists in the organization and storage of as-built drawings and specifications in both digital and print format as related to civil drawings and specs. Update design progress tracking charts for assigned projects. Reviews and approves as-built drawings and specification documents from contracted Civil Engineers. Reviews and approves Operations and Maintenance Manual submissions from Civil Engineers and Contractors for civil projects. Assign and supervise the work of the Surveying Technician. Work with Surveying Technician to develop site plans and civil drawings for design projects. Work with civil engineer to develop as-built site plans for existing facilities. Complete `Mid-Year' and `End-Of-Year' reviews of the Surveying Technician. Perform all other duties as assigned by the PD Branch Manager or the CFMO. Submit an evaluation support form to the PD Branch Manager twice per year, 15 calendar days prior to the end of `Mid-Year' and `End-Of-Year' evaluation periods.
POSITION QUALIFICATIONS:
Minimum Qualifications: Current Professional Engineer License. A bachelor's degree from an EAC/ABET-accredited engineering program. Successful completion of Fundamentals of Engineering (FE) Exam and Principles and Practice of Engineering (PE). Experience Four years of verified, progressive engineering experience acquired after graduation, typically under the supervision of a licensed PE. Maintenance of Professional License: Complete 30 Professional Development Hours (PDH) every two years. Complete at least one PDH per year must be in Professional Ethics. Earn four PDHs annually specifically in Life Safety Code, building codes, or ADA Accessibility Guidelines. Maintain a disciplinary record free from violations in any jurisdiction.
Knowledge, Skills, and Abilities: In depth knowledge of federal, state, and local codes, including Unified Facilities Criteria (UFC) and environmental regulations (e.g. NEPA). Comprehensive knowledge of construction methods, practices, and techniques for buildings, roads, and utility systems. Familiarity with regulations and procedures, particularly regarding Military Construction (MILCON) projects. Understanding of health, safety, and environmental requirements as outlined in OSHA standards and technical orders. Proficiency in using Computer-Aided Design and Drafting (CADD) software, specifically AutoCAD, Civil 3D, Revitt, or Micro Station. Ability to prepare graphs, curves, and tables for technical data and engineering calculations. Expertise in managing project life cycles, including cost estimating, and scheduling software. Ability to draft precise specifications, technical reports, design modifications, and statements of work. Strong verbal and written communication skills for coordinating with contractors, senior leadership, and cross-functional teams. Proven ability to work cooperatively within multi-disciplinary teams on design projects. Ability to multitask effectively across concurrent projects and adapt designs based on evolving field conditions or mission requirements. Ability to make advanced calculations using standard formulas and record factual data during tests and observation studies accurately.
Research and Understand: Louisiana Military Department Contract General Conditions and Front End Documents. Louisiana Public Bid Law and Bid Opening Procedures. Louisiana Army National Guard Guiding Principles for Facilities. Applicable Unified Facilities Criteria IAW with Building Design. Army National Guard Design Guides (DG) 415 series.
GENERAL REQUIREMENTS:
  • Must have a valid Driver's License, Social Security Card and Birth Certificate.
  • Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required.
  • Must meet physical requirements to perform functions of the position.
  • Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
  • Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.

CONDITIONS OF EMPLOYMENT: By submitting an application for employment with the Military Department, the applicant agrees to the following conditions of employment:
  • All LMD positions require in-office attendance. This is not a remote position.
  • Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required for employment.
  • For positions requiring computer/email access selected applicant must qualify to obtain a Department of Defense Common Access Card (CAC) Card and maintain eligibility.
  • LMD is a substance abuse and drug free workplace. The selected applicant must pass a pre-employment background investigation and pre-employment drug test. Thereafter, all employees are subject to random drug testing.
  • To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
  • The selected applicant must pass a pre-employment criminal background investigation prior to employment.
