Scope
The Instrumentation and Controls Lead III will define and lead all instrumentation pre-commissioning and commissioning activities for existing upstream production facilities and new upstream capital projects. This position will develop the commissioning scope, assign workloads, implement standards and procedures, prepare labor and cost estimates, manage budgets, track progress, and support the safety, availability, and reliability of instrument and control systems while optimizing costs.
Key Responsibilities
  • Define the scope of instrumentation pre-commissioning and commissioning activities across all project phases.
  • Assign workloads and coordinate instrumentation commissioning resources.
  • Develop, review, and implement applicable standards, procedures, and execution plans.
  • Prepare man-hour estimates, cost estimates, budgets, and progress reports.
  • Develop, track, and adjust the commissioning execution schedule.
  • Coordinate with customers, vendors, engineers, contractors, and other technical disciplines.
  • Participate in HAZOP, LOPA, technical, constructability, and quality reviews.
  • Assist with the design, review, and approval of instrumentation engineering deliverables, including:
    • Instrument indexes
    • Installation details and location drawings
    • Instrument datasheets
    • Wiring and loop drawings
    • P&IDs
    • Material requisitions
    • Evaluations of alternatives and instrument selections
    • Control valve, flow element, and pressure safety valve calculations
    • Document-control logs
    • Bills of materials
    • Instrument change approvals
  • Review, evaluate, and update cause-and-effect diagrams, P&IDs, logic diagrams, architecture diagrams, and control narratives.
  • Support project Acceptance Testing by reviewing procedures, assigning resources, periodically attending testing, and adjusting the commissioning scope based on identified successes and deficiencies.
  • Support centralized engineering services for existing upstream operating units and new upstream capital projects.
  • Help maintain the safety, availability, and reliability of instrument and control systems while optimizing costs.
Skills and Qualifications
  • Previous experience in a closely related instrumentation and controls position and/or supervisory experience in a related field.
  • Master’s or advanced degree in Electrical Engineering, Mechanical Engineering, or a related engineering specialty, or equivalent professional experience.
  • Extensive knowledge of instrumentation and controls design standards, specifications, codes, and applicable safety criteria.
  • Demonstrated ability to review, evaluate, and update cause-and-effect diagrams, P&IDs, logic diagrams, architecture diagrams, and control narratives.
  • Experience with the selection, application, and ISA datasheet specification of:
    • Pressure, temperature, and level instrumentation
    • Control valves
    • Shutdown valves
    • Fire and gas detection systems
  • Experience supporting instrumentation pre-commissioning, commissioning, and Acceptance Testing.
  • Proficiency in data collection and analysis using common database and software tools, including SAP, Analytics for Excel, and Tableau.
  • Proficiency with Microsoft Office.
  • Ability to adapt to tight deadlines, heavy workloads, and frequently changing priorities.
  • Strong written and verbal English communication skills, particularly for technical and business communications.
