Job description

Regional HSE Manager

Location: Rock Island, IL, US 61201

Work Arrangement: Onsite

Dover Precision Components is hiring a Regional Health, Safety, and Environment (HSE) Manager to serve three manufacturing sites—Rock Island, IL (product: Inpro/Seal), Jeffersonville, IN (product: Cook Compression), and Antigo, WI (product: Waukesha Bearings). The home office base is our Rock Island, Illinois site with regular travel (up to 25%) to Indiana and Wisconsin sites.

Responsibilities
  • Strategy and Leadership: Develop and implement regional HSE strategies aligned with organizational goals, while also championing a proactive safety culture.
  • Team Management: Manage, mentor, and develop direct reports, such as site-based HSE professionals or safety supervisors, to build internal HSE competence.
  • Compliance and Risk Management: Ensure compliance with local, state, and federal regulations (like OSHA and EPA) across all sites. Conduct risk assessments, audits, and inspections to identify and mitigate hazards.
  • Program Development: Create, implement, and manage regional HSE programs, policies, and procedures. This includes developing training programs for employees at all levels.
  • Continuous Improvement: Lead HSE continual improvement to minimize risk and improve workers’ safety and efficiency. This includes conducting data‑driven risk assessments identifying improvement areas and working with engineering and management to source and implement newer safe controls.
  • Incident Management: Lead investigations into incidents, accidents, and near misses to determine root causes and implement effective corrective actions.
  • Reporting and Analysis: Monitor and report on HSE performance metrics (KPIs) to regional and executive leadership, using data to justify resource allocation for safety improvements.
  • External Relations: Act as a primary contact for regulatory agencies during inspections and for communicating with them about safety issues.
  • Travel between facilities (up to 25%).
Qualifications
  • Bachelor’s degree in Risk Management, Occupational Safety and Health, Engineering, Health Sciences, or related field.
  • 5+ years’ experience in occupational health and safety in manufacturing environments, including developing, training on, and managing safety programs.
  • Incident management, resolution, and communication experience.
  • Experience leading and participating in safety audits.
  • Experience in people management, including leadership and delegation within a matrix organization is preferred.
  • Strong oral and written communication skills, including excellent presentation skills.
  • Strong KPI/metrics experience with analytical skill.
  • Effective organizational and time management skills.
  • Strong computer skills, including Microsoft Office suite and HSE system expertise.
  • Ability to travel up to 25%.
Preferred Qualifications
  • CSP Certification.
  • OSHA 10, OSHA 30, NEBOSH or equivalent safety courses.
  • Experience in similar manufacturing settings—made to order precision manufactured components.
Compensation & Benefits

Pay Range: $110,000 – $128,000 annually. Bonus Eligible: Position eligible to earn a discretionary bonus based on performance metrics and other criteria outlined in our bonus plan.
