Job description

Design, Monitoring, and Evaluation (DME) Program Analyst


BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy & the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, & implement foreign policy initiatives that build a freer, prosperous & secure world.


The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the amount of crime & illegal drugs reaching U.S. shores.


INL's Office of Western Hemisphere Programs (INL/WHP) seeks to counter crime in the Western Hemisphere. The position is located in the WHP Cross-Cutting Team which focuses on demonstrating results of WHP programming.


POSITION DESCRIPTION

USGI is seeking a Design, Monitoring, & Evaluation (DME) Program Analyst to 1) assist INL program teams & implementing partners in enrolling, reporting, analyzing, & visualizing performance data in INL's performance monitoring database; 2) assist INL program teams & implementing partners in the design of programs & monitoring plans, & help them develop data collection & reporting processes; 3) analyze INL performance on design & monitoring, & advise on improvements to INL DME guidance & implementation procedures; 4) advise on evaluations of Bureau programs conducted by outside implementers; & 5) provide training & coaching on INL DME standards, database enrollment procedures, & data analysis techniques.


DUTIES & RESPONSIBILITIES

Data Analysis & Reporting

  • Analyze a large number of financial, program planning, bilateral, & program evaluation documents for standard & ad hoc reports, as needed
  • Track INL accomplishments & outcomes in the Western Hemisphere as reported in Daily Activity Reports, SMART cables, DevResults, & other resources to create summaries on INL/WHP accomplishments
  • Ensure use of quality indicators & inclusion of appropriate INL measures for data verification & data quality assessments
  • Respond to data calls & produce written & oral reports & presentations on Western Hemisphere-specific indicators & data when requested
  • Using GIS or other relevant software, & in coordination with relevant Program Officers, draft regional & country maps of security & criminality challenges across the region, & INL's policy & programmatic response
  • Research & use government & private sector best practices to measure & improve customer service, approval workflows, & processing timelines

Improving Procedures

  • Provide feedback to management on best practices for data input, document standardization, organization, & storage; identify recurring issues that should be addressed by management
  • Assist in coordinating the interpretation & adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing the issues (e.g., workflow, delegations of authority, or regulatory compliance) & make recommendations for changes & improvements
  • Assist in developing SOPs for areas identified as a potential risk or vulnerability to the INL's management control structure
  • Assist subject matter expert's with the development of training modules for INL sponsored training workshops & distance learning courses based on policies & procedures

Coordination

  • Develop & maintain strong relationships through excellent customer service skills, project management knowledge, & a related understanding of the program office needs & mandates
  • Work with the DME coordinators, INL/WHP, INL embassy staff, implementers, & all other relevant partners to meet the DME needs of INL/WHP
  • Work with the INL/WHP DME Officer, coordinate with INL embassy & Washington staff to ensure indicators & processes are standardized & reported in INL's performance monitoring database
  • Assist INL staff with the development of, &/or provide technical review of program logic models, maturity models, change maps, results frameworks, &/or performance monitoring plans
  • Use data & provide analysis to inform design & monitoring advice to INL program teams & implementing partners, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis. Establish & maintain almost daily contact with INL's Office of Results & Criminal Deterrence, INL program teams, implementing partners & pertinent others to ensure required data collection activities are taking place
  • Provide training & coaching to end users on new reports & dashboards in INL's performance monitoring database. Provide staff with technical expertise on data storage structures & analyze results using statistical techniques


MINIMUM QUALIFICATIONS

  • U.S. Citizen
  • A Bachelor's Degree from an accredited institution
  • Four to six years' experience in relevant field
  • Demonstrated knowledge of Federal regulations in regard to area of specific need
  • Proficient in Microsoft Office Suite
  • Demonstrated experience facilitating organizational change
  • Demonstrated ability to work on projects & issues within overall policy guidelines
  • Demonstrated skilled in oral & written communication, sufficient to draft action & info memos, congressional testimony, press guidance & congressional & general correspondence
  • Demonstrated knowledge of international narcotics & law enforcement issues
  • Demonstrated knowledge of design, monitoring, & evaluation best practices such as indicator development & data collection, entry & analysis


PREFERRED QUALIFICATIONS

  • A Master's degree from an accredited institution in a field related to the primary duties of this position
  • Active Secret Clearance
  • Demonstrated experience with data visualization software such as ArcGIS or comparable GIS software, Microsoft PowerBI, Tableau, & other data & mapping software
  • Demonstrated superior communication, interpersonal, & writing skills, including experience drafting U.S. Government reports & documents
  • Demonstrated analytical & critical thinking skills
  • Demonstrated ability to work independently & proactively
  • Experience with providing training on or conducting data entry & analysis in reporting platforms like DevResults & other comparable systems
  • Demonstrated knowledge of Western Hemisphere issues, including specialized knowledge of international narcotics, anti-corruption, & transnational crime
  • Demonstrated skills in oral & written communication in Spanish (proficiency 1/1 or 2/2)
  • Demonstrated experience teaching & coaching others


REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company. The contracting company works most closely with the INL Contracting Officer (CO) & Contracting Officer's Representative (COR). The Analyst shall receive direction from INL/WHP & shall maintain open, timely, & effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The INL/WHP Team Lead will coordinate directly with the CO &/or COR on issues related to time & attendance, leave, & situational telework. The Analyst is a part of the INL/WHP Cross-Cutting Team, overseen by the INL/WHP Cross-Cutting Team Lead, & reports to & receives daily assignments from the INL/WHP Design, Monitoring, & Evaluation officer.


LEVEL OF EFFORT

Hours for the position will be the standard hours of the Department of State: 8:15 am to 5:00 pm, unless the INL/WHP on-site supervisor approves another time.


TELEWORK

If applicable, telework is authorized only with prior INL/WHP Team Lead approval, in accordance with Department of State & INL policies.


SUPPLEMENTAL HOURS

Supplemental hours for this position are authorized in accordance with the award & shall not exceed the designated ceiling.


POSITION LOCATION

This physical work location is in INL, specifically INL/WHP office located at SA-1 – 2401 E St NW, Washington, DC 20226.


GOVERNMENT FURNISHED EQUIPMENT

DOS will provide office space, computer, phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.


CLEARANCE REQUIREMENT

A Secret clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.


TRAVEL

Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.


TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.


Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval.


TPCs are strongly encouraged to take orientation training to best integrate with INL & effectively contribute to the mission. Depending on their role they should attend either INL SOAR (Staff Orientation & Readiness) or PREP (Pre-deployment program) training. SOAR is for TPCs whose position is primarily to work with INL staff in support of INL programs & projects. PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. TPCs are encouraged to take other INL-delivered trainings, & State-specific training through FSI in coordination with the program office, & with CO approval.
