Job Responsibilities The Workforce Program Manager provides and directs a diverse range of support, operational, and programmatic activities for DPH, specifically related to the oversight, management, and ongoing operations of the DPH Public Health Infrastructure federal grant. In particular, the Workforce Program Manager will help drive strategy and operation of the use of the workforce infrastructure funding across DPH.
The Public Health Infrastructure Grant Workforce Program Manager will also assist with all strategies under the grant. You will be responsible for a wide range of tasks, including: Working collaboratively with the Principal Investigator, the Deputy Director of the Office of Public Health Informatics, and the Program Evaluator on the ongoing operation, monitoring, evaluation, and reporting for the Public Health Infrastructure Grant (PHIG). Support the assessment and addressing of skills and gaps of the DPH workforce considering DPH needs and short/long-term strategy considering health equity and the communities served.
Oversees the completion of all documents, forms, or reports required by the Program. Coordinates the monitoring and evaluation of programs and projects that are funded by the Program. Develops and maintains electronic repositories on the program and documents connected to activities funded by the program.
Monitors and coordinates the administration of funding to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed. Manages administrative problems and/or budget changes occurring during the awarded funding period. Responds to subsequent PHIG funding opportunities from CDC.
Maintains knowledge of federal funding policies, regulations, and procedures. Disseminates and/or advises on internal changes or new announcements that may impact funded operations. Collaborates with internal partners and local public health jurisdictions for grant implementation, monitoring, and reporting.
Supports grant and program evaluation activities Creates and documents narratives supporting the use and importance of grant funds, including successes and challenges Performs other related duties as assigned. Minimum Qualifications Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; OR Eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; OR Four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications: Master's Degree or higher in Public Health, Business, or a closely allied field. Prior experience working with federal funding programs and implementing programs that meet funding requirements. Prior experience managing and tracking program budgets.
Excellent project management skills, ability to prioritize work and resources, and meet deadlines. Ability to support the interpretation of financial data and help prepare budgets and financial grant reports. Demonstrated analytical and persuasive written and oral communication skills experience as well as superior editing skills, including ability to convey complex information in a clear manner to a diverse audience.
Strong administrative skills and self-motivation with the ability to set priorities and manage multiple tasks under minimal supervision in effective and efficient manner. Experience with federal grant management, adherence to federal grant guidelines, and administration of public health programs. Intermediate to expert skills in Microsoft Office (specifically Word, Excel and PowerPoint).
Additional Information The DPH Commissioner and agency leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being. The use of physical activity breaks during the workday is authorized to support this philosophy and help employees meet their wellness goals. A maximum of 30 minutes of physical activity may be allocated per workday, typically in the form of two 15-minute breaks or one 30-minute break.
