Project Overview:

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in infrastructure; mining and metals; nuclear, security and environmental, oil & gas, and chemicals. Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries. Bechtel Infrastructure has been appointed the role of Delivery Partner within an integrated team with the customer organization, Metrolinx, for the Ontario Line Subway (OLS) Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over approximately 15km of new alignment. Construction is being performed by two key PPP Contractors, multiple advanced early works (EAW) packages and additionally DBB and PDB contracts.

Job Summary:

The Delivery Manager - Integration supports the Project Integration Lead with the integrated delivery of the Project by improving coordination across work packages and functional disciplines. The role focuses on supporting visibility of cross-package dependencies, supporting alignment of delivery sequencing and key milestones, and facilitating coordination where Project decisions affect multiple areas of delivery, as directed by Metrolinx.

The role focuses on supporting alignment across those functions and work packages where dependencies and delivery sequencing intersect to achieve best-for-project outcomes, in alignment with Metrolinx direction.

The Delivery Manager - Integration will report to, and will operate under, the supervision and direction of the OLDP Project Integration Lead,, and support integrated delivery of the Project through the following objectives:

  • Support Metrolinx in strengthening cross-contract schedule alignment by supporting coordination between delivery teams and Project Controls to review key dependencies, align milestone assumptions, and develop coordinated mitigation strategies where schedule conflicts arise.
  • Support improvement of visibility of cross-package dependencies by identifying and maintaining awareness of critical interdependencies between contracts that may affect infrastructure readiness, installation sequencing, or delivery milestones.
  • Work with the Handover Manager and support Metrolinx in coordinating contractor handovers by assisting in the alignment of readiness requirements, sequencing, and transition milestones between delivery packages to ensure downstream activities can proceed as planned.
  • Work with the Project Interface Manager and support Metrolinx in improvement of project-level visibility of integration risks by maintaining awareness of issues that span multiple contracts or functions and ensuring these are appropriately communicated to project leadership.
Major Responsibilities:
  • Work with the Project Interface Manager, Project Assurance Manager and Project Handover Manager to deliver best for project outcomes.
  • Identify areas for process efficiencies and work with the Technical Director and Project Integration Lead to implement improvements if necessary.  
  • Maintain visibility of cross-package dependencies across the Project, identifying where infrastructure readiness, construction sequencing, or installation activities intersect between contracts.
  • Identify and highlight interface and integration risks to management by identifying cross-work-package technical, and schedule dependencies that could impact delivery. Facilitate timely reporting and escalation of emerging risks to Project leadership to support informed decision-making and mitigation planning.
  • Develop and align delivery sequencing across work packages by coordinating with work package teams and project controls to reconcile construction, systems installation, and access milestones, facilitating a coherent project-level schedule.
  • Facilitate integrated mitigation and scenario planning where delivery challenges or schedule pressures arise, assisting in identifying, considering, and communicating impacts on other work packages and downstream activities are considered and communicated.
  • Facilitate cross-work package discussions where sequencing, access arrangements, or readiness milestones require alignment between delivery teams, technical disciplines, or project controls.
  • Champion, in consult with the Project Handover Manager, Project-wide handover planning and execution by leading the implementation of the Handover Management Plan and Procedures, contributing to a consistent approach to technical and contractual aspects across all work packages and monitoring handover progress and performance including early identification of gaps, risks, or delays across work packages, and escalating issues as required.
  • Work with the Handover Manager to develop/ implement T-minus (backward pass) and forward pass regimes for each handover, clearly showing the status of all key deliverables and critical components required to achieve successful transitions between contractors.
  • Support Construction with the coordination of shared site access and construction logistics where construction sequencing, site access, or logistics arrangements affect multiple contractors or work packages.
  • Support Project Controls by providing technical and execution insight to improve schedule integration, scenario planning, and mitigation development across work packages
  • Work with the Project Interface Manager, and support Technical Coordination across work packages by providing a project-level perspective on technical interfaces incorporating delivery sequencing and handover milestones to contribute to alignment and minimize downstream risks.
  • Promote a project-wide perspective on delivery decisions, encouraging consideration of cross-project impacts when changes or mitigation actions are proposed within individual contracts.
Education and Experience Requirements:
  • A recognized Bachelor’s/master’s degree in civil or mechanical engineering, from an accredited college or university and 13-15 years of relevant experience or 17-19 years of relevant work experience.
  • Experienced in managing and integrating key project delivery elements though the project life cycle.
  • Experience in managing testing, commissioning/integration or Handover in a senior role delivering complex railway systems.
Required Knowledge and Skills:
  • Ability to promote & provide program clarity and enhanced decision making through use of data analytics in an evolving program environment.
  • Good working knowledge of contracts and procurement.
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist the multiple delivery units to execute with common approaches.
  • Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas.
  • Understands technical issues and cost related to engineering, design, construction, and commissioning requirements.
  • Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client and various entities – to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context. 
  • Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach. 
  • Ability to manage and build successful teams in an evolving program environment.
  • Excellent communicator, with the ability to persuade and influence external and internal parties.
  • Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers. 
  • Must be flexible and adapt to working in a demanding PMO environment.
